1.1 A bill for an act 1.2 relating to capital investment; appropriating money for improvements at the 1.3 Olmsted County waste-to-energy facility; authorizing the sale and issuance of state 1.4 bonds. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. OLMSTED COUNTY; CARBON CAPTURE SYSTEM. 1.7 Subdivision 1.Appropriation.$1,000,000 is appropriated from the bond proceeds fund 1.8to the commissioner of the Pollution Control Agency for a grant to Olmsted County for 1.9predesign, engineering, and environmental analysis for a carbon capture, utilization, and 1.10storage system associated with processing solid waste at the Olmsted County waste-to-energy 1.11facility, and the predesign and design of a business incubator for purposes of creating a 1.12technical training platform related to carbon sequestration at the Olmsted County 1.13waste-to-energy facility. 1.14 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond 1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of 1.16the state in an amount up to $1,000,000 in the manner, upon the terms, and with the effect 1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota 1.18Constitution, article XI, sections 4 to 7. 1.19 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
