| 7 | 7 | | 1.7 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED. |

| 8 | 8 | | 1.8 An amendment to the Minnesota Constitution is proposed to the people. If the amendment |
|---|
| 9 | 9 | | 1.9is adopted, article VII, section 1, will read: |
|---|
| 10 | 10 | | 1.10 Section 1. Every person 18 years of age or more who has been a citizen of the United |
|---|
| 11 | 11 | | 1.11States for three months and who has resided in the precinct for 30 days next preceding an |
|---|
| 12 | 12 | | 1.12election shall be entitled to vote in that precinct. In addition, every person 18 years of age |
|---|
| 13 | 13 | | 1.13or more who has been a citizen of the United States and resident of this state for three months |
|---|
| 14 | 14 | | 1.14and who is the owner of nonhomesteaded agricultural land, real property that is both |
|---|
| 15 | 15 | | 1.15nonhomesteaded and noncommercial, or commercial or industrial real property on which |
|---|
| 16 | 16 | | 1.16the owner conducts a small business as defined by law may vote in the precinct where the |
|---|
| 17 | 17 | | 1.17real property is located on any question concerning a local levy or bond referendum. The |
|---|
| 18 | 18 | | 1.18place of voting by one otherwise qualified who has changed his residence within 30 days |
|---|
| 19 | 19 | | 1.19preceding the election shall be prescribed by law. The following persons shall not be entitled |
|---|
| 20 | 20 | | 1.20or permitted to vote at any election in this state: A person not meeting the above requirements; |

| 21 | 21 | | 1.21a person who has been convicted of treason or felony, unless restored to civil rights; a person |
|---|
| 22 | 22 | | 1.22under guardianship, or a person who is insane or not mentally competent. |
