1.1 A bill for an act 1.2 proposing an amendment to the Minnesota Constitution, article VII, section 1; 1.3 allowing owners of agricultural land, real property that is both nonhomesteaded 1.4 and noncommercial, or small business property to vote on levy or bond referendums 1.5 where the property is located. 1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED. 1.8 An amendment to the Minnesota Constitution is proposed to the people. If the amendment 1.9is adopted, article VII, section 1, will read: 1.10 Section 1. Every person 18 years of age or more who has been a citizen of the United 1.11States for three months and who has resided in the precinct for 30 days next preceding an 1.12election shall be entitled to vote in that precinct. In addition, every person 18 years of age 1.13or more who has been a citizen of the United States and resident of this state for three months 1.14and who is the owner of nonhomesteaded agricultural land, real property that is both 1.15nonhomesteaded and noncommercial, or commercial or industrial real property on which 1.16the owner conducts a small business as defined by law may vote in the precinct where the 1.17real property is located on any question concerning a local levy or bond referendum. The 1.18place of voting by one otherwise qualified who has changed his residence within 30 days 1.19preceding the election shall be prescribed by law. The following persons shall not be entitled 1.20or permitted to vote at any election in this state: A person not meeting the above requirements; 1.21a person who has been convicted of treason or felony, unless restored to civil rights; a person 1.22under guardianship, or a person who is insane or not mentally competent. 1Section 1.
