| 17 | 17 | | 1.17and its partner higher education institution; |

| 18 | 18 | | 1.18 (2) stipends and tuition, fees, and other direct program costs incurred by apprentices; |

| 19 | 19 | | 1.19 (3) stipends for teachers serving as mentors; and |
