77 1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
88 1.8 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.​
99 1.9 An amendment to the Minnesota Constitution is proposed to the people. If the amendment​
1010 1.10is adopted, article VII, section 1, will read:​
1111 1.11 Section 1. Every person 18 years of age or more who has been a citizen of the United​
1212 1.12States for three months and who has resided in the precinct for 30 days next preceding an​
1313 1.13election shall be entitled to vote in that precinct. In addition, every person 18 years of age​
1414 1.14or more who has been a citizen of the United States and resident of this state for three months​
1515 1.15and who is the owner of agricultural land, real property that is both nonhomesteaded and​
1616 1.16noncommercial, or real property that is commercial or industrial on which the owner conducts​
1717 1.17a small business as defined by law may vote in the precinct where the real property is located​
1818 1.18on any question concerning a local levy or referendum. The place of voting by one otherwise​
1919 1.19qualified who has changed his residence within 30 days preceding the election shall be​
2020 1.20prescribed by law. The following persons shall not be entitled or permitted to vote at any​
2121 1.21election in this state: A person not meeting the above requirements; a person who has been​
2222 1.22convicted of treason or felony, unless restored to civil rights; a person under guardianship,​
2323 1.23or a person who is insane or not mentally competent.​

4444 2.12 The owner of agricultural land, real property that is both nonhomesteaded and​
4545 2.13noncommercial, or real property that is commercial or industrial on which the owner conducts​
4646 2.14a small business as defined by law may vote in the precinct where the real property is located​
4747 2.15on any question concerning a local levy or bond referendum. Owners may register to vote​
4848 2.16in the precinct where the real property is located, for purposes of this section only, under​
4949 2.17procedures developed by the secretary of state by rule. Owners may vote by absentee ballot​
5050 2.18in the manner provided by chapter 203B or may vote in a mail election as provided in section​
5151 2.19204B.45.​
5252 2.20 Sec. 4. EFFECTIVE DATE.​
5353 2.21 Section 3 is effective upon ratification of the amendment proposed in section 1.​
