66 1.6 Section 1. Minnesota Statutes 2024, section 97A.475, subdivision 11, is amended to read:​
77 1.7 Subd. 11.Fish houses, dark houses, and shelters; residents.(a) Fees for the following​
88 1.8licenses are:​
99 1.9 (1) annual for a fish house, dark house, or shelter that is not rented, $15;​
1010 1.10 (2) annual for a fish house, dark house, or shelter that is rented, $30;​
1111 1.11 (3) three-year for a fish house, dark house, or shelter that is not rented, $42; and​
1212 1.12 (4) three-year for a fish house, dark house, or shelter that is rented, $87.​
1313 1.13 (b) A $10 surcharge must be added to all licenses under paragraph (a) and must be​
1414 1.14deposited into the Keep it Clean account under section 97C.364, subdivision 3.​
1515 1.15 Sec. 2. Minnesota Statutes 2024, section 97A.475, subdivision 12, is amended to read:​
1616 1.16 Subd. 12.Fish houses, dark houses, and shelters; nonresident.(a) Fees for fish house,​
1717 1.17dark house, and shelter licenses for a nonresident are:​
1818 1.18 (1) annual, $37;​
1919 1.19 (2) seven consecutive days selected by the licensee, $21; and​

3131 2.3 Sec. 3. [97C.364] KEEP IT CLEAN PROGRAM; GRANTS.​
3232 2.4 Subdivision 1.Establishment.The commissioner, in consultation with the Board of​
3333 2.5Water and Soil Resources and the commissioners of the Pollution Control Agency and​
3434 2.6health, must develop and administer a statewide Keep it Clean program to prevent water​
3535 2.7pollution due to garbage and human waste left on the ice of state waters during winter use​
3636 2.8activities. As part of the program, the commissioner must:​
3737 2.9 (1) coordinate with and provide outreach to local units of government and​
3838 2.10nongovernmental organizations;​
3939 2.11 (2) facilitate other state agencies' participation in local programs and projects;​
4040 2.12 (3) coordinate media efforts;​
4141 2.13 (4) establish a statewide education campaign; and​
4242 2.14 (5) develop and administer a grant program according to subdivision 2.​
4343 2.15 Subd. 2.Grants.The commissioner must develop a grant program to provide money​
4444 2.16to local units of government and nongovernmental organizations to implement local programs​
4545 2.17to prevent water pollution due to garbage and human waste left on the ice of state waters​
4646 2.18during winter use activities. Activities eligible for grants under this subdivision include but​
4747 2.19are not limited to:​
4848 2.20 (1) installing and maintaining public, sanitary, winterized dumping stations at accessible,​
4949 2.21designated locations near lake access points and major travel corridors;​
5050 2.22 (2) providing dedicated seasonal services, facilities, and containers to transport and​
5151 2.23dispose of human and pet biowaste at preapproved locations;​
5252 2.24 (3) increasing enforcement of related state and local ordinances by providing the resources​
5353 2.25needed to increase state and local law enforcement patrols during the winter months and​
5454 2.26establishing volunteer county programs for winter lake patrol;​
5555 2.27 (4) education and outreach efforts promoting local and regional Keep it Clean activities;​
5656 2.28 (5) organizing spring cleanup efforts, excluding cleanup efforts after significant events,​
5757 2.29including but not limited to festivals, ice fishing contests, and ice races; and​
5858 2.30 (6) local advertising and marketing efforts to educate and promote Keep it Clean​
5959 2.31messaging and provide information about laws and regulations regarding Keep it Clean.​
