                            1.1	A bill for an act​
1.2 relating to natural resources; establishing Keep it Clean program; appropriating​
1.3 money; amending Minnesota Statutes 2024, section 97A.475, subdivisions 11, 12;​
1.4 proposing coding for new law in Minnesota Statutes, chapter 97C.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 97A.475, subdivision 11, is amended to read:​
1.7 Subd. 11.Fish houses, dark houses, and shelters; residents.(a) Fees for the following​
1.8licenses are:​
1.9 (1) annual for a fish house, dark house, or shelter that is not rented, $15;​
1.10 (2) annual for a fish house, dark house, or shelter that is rented, $30;​
1.11 (3) three-year for a fish house, dark house, or shelter that is not rented, $42; and​
1.12 (4) three-year for a fish house, dark house, or shelter that is rented, $87.​
1.13 (b) A $10 surcharge must be added to all licenses under paragraph (a) and must be​
1.14deposited into the Keep it Clean account under section 97C.364, subdivision 3.​
1.15 Sec. 2. Minnesota Statutes 2024, section 97A.475, subdivision 12, is amended to read:​
1.16 Subd. 12.Fish houses, dark houses, and shelters; nonresident.(a) Fees for fish house,​
1.17dark house, and shelter licenses for a nonresident are:​
1.18 (1) annual, $37;​
1.19 (2) seven consecutive days selected by the licensee, $21; and​
1.20 (3) three-year, $111.​

2.3 Sec. 3. [97C.364] KEEP IT CLEAN PROGRAM; GRANTS.​
2.4 Subdivision 1.Establishment.The commissioner, in consultation with the Board of​
2.5Water and Soil Resources and the commissioners of the Pollution Control Agency and​
2.6health, must develop and administer a statewide Keep it Clean program to prevent water​
2.7pollution due to garbage and human waste left on the ice of state waters during winter use​
2.8activities. As part of the program, the commissioner must:​
2.9 (1) coordinate with and provide outreach to local units of government and​
2.10nongovernmental organizations;​
2.11 (2) facilitate other state agencies' participation in local programs and projects;​
2.12 (3) coordinate media efforts;​
2.13 (4) establish a statewide education campaign; and​
2.14 (5) develop and administer a grant program according to subdivision 2.​
2.15 Subd. 2.Grants.The commissioner must develop a grant program to provide money​
2.16to local units of government and nongovernmental organizations to implement local programs​
2.17to prevent water pollution due to garbage and human waste left on the ice of state waters​
2.18during winter use activities. Activities eligible for grants under this subdivision include but​
2.19are not limited to:​
2.20 (1) installing and maintaining public, sanitary, winterized dumping stations at accessible,​
2.21designated locations near lake access points and major travel corridors;​
2.22 (2) providing dedicated seasonal services, facilities, and containers to transport and​
2.23dispose of human and pet biowaste at preapproved locations;​
2.24 (3) increasing enforcement of related state and local ordinances by providing the resources​
2.25needed to increase state and local law enforcement patrols during the winter months and​
2.26establishing volunteer county programs for winter lake patrol;​
2.27 (4) education and outreach efforts promoting local and regional Keep it Clean activities;​
2.28 (5) organizing spring cleanup efforts, excluding cleanup efforts after significant events,​
2.29including but not limited to festivals, ice fishing contests, and ice races; and​
2.30 (6) local advertising and marketing efforts to educate and promote Keep it Clean​
2.31messaging and provide information about laws and regulations regarding Keep it Clean.​
2​Sec. 3.​

3.2in the game and fish fund.​
3.3 Subd. 4.Receipts.Money received from surcharges on fish houses, dark houses, and​
3.4shelters under section 97A.475, subdivisions 11 and 12, must be deposited in the Keep it​
3.5Clean account.​
3.6 Subd. 5.Use of account money.Money credited to the Keep it Clean account in​
3.7subdivision 3 must be used for managing the Keep it Clean program and grants under this​
3.8section.​
3.9 Sec. 4. APPROPRIATION.​
3.10 (a) $....... in fiscal year 2026 is appropriated from the general fund to the commissioner​
3.11of natural resources to develop and administer the Keep it Clean program under Minnesota​
3.12Statutes, section 97C.364. Of this amount, at least $....... is available for grants.​
3.13 (b) $....... in fiscal year 2027 is appropriated from the Keep it Clean account in the game​
3.14and fish fund to the commissioner of natural resources to develop and administer the Keep​
3.15it Clean program under Minnesota Statutes, section 97C.364. Of this amount, at least $.......​
3.16is available for grants.​
