44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATION; AFRICAN-AMERICAN-FOCUSED HOMEPLACE.​
66 1.6 $1,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner​
77 1.7of health for a grant to the Birth Justice Collaborative to strengthen and implement the​
88 1.8current model of the African-American-focused Homeplace in Hennepin County. The​
99 1.9purpose of the model is to improve access to culturally centered healing and care during​
1010 1.10pregnancy and the postpartum period, with the goal of improving maternal and child health​
1111 1.11outcomes. By December 15, 2026, or 12 months after distribution of the grant under this​
1212 1.12section, whichever is later, the Birth Justice Collaborative must report to the commissioner​
1313 1.13of health on the implementation and progress of Homeplace in Hennepin County. The report​
1414 1.14must outline outcomes achieved and recommendations for future funding and program​
1515 1.15expansion. This appropriation is available until June 30, 2028.​
