1.1 A bill for an act 1.2 relating to health; appropriating money for a grant to plan and develop an 1.3 African-American-focused Homeplace model. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. APPROPRIATION; AFRICAN-AMERICAN-FOCUSED HOMEPLACE. 1.6 $1,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 1.7of health for a grant to the Birth Justice Collaborative to strengthen and implement the 1.8current model of the African-American-focused Homeplace in Hennepin County. The 1.9purpose of the model is to improve access to culturally centered healing and care during 1.10pregnancy and the postpartum period, with the goal of improving maternal and child health 1.11outcomes. By December 15, 2026, or 12 months after distribution of the grant under this 1.12section, whichever is later, the Birth Justice Collaborative must report to the commissioner 1.13of health on the implementation and progress of Homeplace in Hennepin County. The report 1.14must outline outcomes achieved and recommendations for future funding and program 1.15expansion.
