| 7 | 7 | | 1.7RECOVERY FACILITY. |

| 8 | 8 | | 1.8 Subdivision 1.Appropriation.$3,450,000 is appropriated from the bond proceeds fund |

| 9 | 9 | | 1.9to the Pollution Control Agency for a solid waste capital assistance grant to Blue Earth |

| 10 | 10 | | 1.10County under Minnesota Statutes, section 115A.54, to design, construct, and equip a |

| 18 | 18 | | 1.18the state in an amount up to $3,450,000 in the manner, upon the terms, and with the effect |
