1.1 A bill for an act
1.2 relating to capital investment; appropriating money for a recycling, reuse, and
1.3 waste recovery facility in Blue Earth County; authorizing the sale and issuance of
1.4 state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. BLUE EARTH COUNTY; RECYCLING, REUSE, AND WASTE
1.7RECOVERY FACILITY.
1.8 Subdivision 1.Appropriation.$3,450,000 is appropriated from the bond proceeds fund
1.9to the Pollution Control Agency for a solid waste capital assistance grant to Blue Earth
1.10County under Minnesota Statutes, section 115A.54, to design, construct, and equip a
1.11dedicated customer service facility for recycling, reuse, and waste recovery services and
1.12operations at the mixed municipal solid waste sanitary landfill in Blue Earth County or to
1.13expand or improve the existing customer service facility and property to enhance recycling,
1.14reuse, and waste recovery services and operations at the mixed municipal solid waste sanitary
1.15landfill in Blue Earth County.
1.16 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond
1.17proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.18the state in an amount up to $3,450,000 in the manner, upon the terms, and with the effect
1.19prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.20Constitution, article XI, sections 4 to 7.
1.21 EFFECTIVE DATE.This section is effective the day following final enactment.
