                            1.1	A bill for an act​
1.2 relating to veterans affairs; requiring reports on grants issued by the commissioner​
1.3 of veterans affairs; proposing coding for new law in Minnesota Statutes, chapter​
1.4 197.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. [197.62] GRANTEE REPORTS.​
1.7 (a) Beginning January 15, 2026, and each year thereafter, the commissioner of veterans​
1.8affairs must submit a report on organizations that received grants from the agency in the​
1.9preceding fiscal year to the chairs and ranking minority members of the legislative​
1.10committees with jurisdiction over veterans affairs policy and finance.​
1.11 (b) The report required under paragraph (a) must include the following information for​
1.12each grantee:​
1.13 (1) a summary of the purpose of the grant;​
1.14 (2) the grant amount provided to the grantee;​
1.15 (3) the amount of previous grants issued by the commissioner to the grantee;​
1.16 (4) the amount of other state and federal grants received by the grantee in the most recent​
1.17fiscal year;​
1.18 (5) the number of veterans and active service members served by the grantee;​
1.19 (6) the number of family members of veterans and active service members served by​
1.20the grantee;​

2.3program; and​
2.4 (8) the grantee's charitable giving ratio.​
2.5 (c) If a grantee used grant money to provide services to any veterans or veteran family​
2.6members who reside outside of Minnesota, the report must list the states where the​
2.7non-Minnesota participants reside and include the reasons that the grantee used grant money​
2.8to provide services to non-Minnesota residents.​
2.9 (d) The commissioner is not required to provide information in response to paragraph​
2.10(b), clause (7), for a grantee that does not offer programming that requires completion or​
2.11that cannot be measured by objective standards.​
