66 1.6 Subdivision 1.Establishment.A task force is established to analyze the dual enrollment​
77 1.7funding formulas and make recommendations to ensure equitable, transparent, and adequate​
88 1.8funding for all stakeholders.​
99 1.9 Subd. 2.Membership.(a) The task force consists of:​
1010 1.10 (1) two duly elected and currently serving members of the house of representatives, one​
1111 1.11appointed by the speaker of the house and one appointed by the house minority leader;​
1212 1.12 (2) two duly elected and currently serving senators, one appointed by the senate majority​
1313 1.13leader and one appointed by the senate minority leader;​
1414 1.14 (3) the commissioner of education or the commissioner's designee;​
1515 1.15 (4) the executive director of the P-20 education partnership or the executive director's​
1616 1.16designee;​
1717 1.17 (5) one representative designated by the Board of Trustees of the Minnesota State​

3737 2.9 (vi) one representative with expertise in Minnesota's education funding mechanisms.​
3838 2.10 (b) Members of the task force must be appointed by July 1, 2025.​
3939 2.11 (c) If a vacancy occurs among the legislative members, the leader of the caucus in the​
4040 2.12house of representatives or senate to which the vacating study group member belonged must​
4141 2.13fill the vacancy.​
4242 2.14 Subd. 3.Duties.(a) The task force must:​
4343 2.15 (1) review the funding formulas under Minnesota Statutes, section 124D.09, and their​
4444 2.16impact on:​
4545 2.17 (i) high schools, including resource allocation and financial incentives and disincentives;​
4646 2.18 (ii) public and private postsecondary institutions, particularly regarding the cost and​
4747 2.19financial sustainability of courses eligible for dual credit; and​
4848 2.20 (iii) students, with a focus on equitable access and support services;​
4949 2.21 (2) analyze cost variations among postsecondary institutions, accounting for:​
5050 2.22 (i) program-specific costs, including for courses with a laboratory requirement or career​
5151 2.23and technical education courses;​
5252 2.24 (ii) regional cost differences between urban and rural areas;​
5353 2.25 (iii) cost differences between large and small institutions; and​
5454 2.26 (iv) administrative costs;​
5555 2.27 (3) examine the transparency and accountability of funding under Minnesota Statutes,​
5656 2.28section 124D.09, including:​
5757 2.29 (i) data collection and reporting on how funds are used; and​
5858 2​Section 1.​

6060 3.2 (4) identify barriers to participation caused by the funding formula, particularly for​
6161 3.3students from rural communities, low-income families, and historically marginalized groups;​
6262 3.4 (5) develop recommendations for:​
6363 3.5 (i) adjustments to the funding formula;​
6464 3.6 (ii) strategies to incentivize high schools to promote participation in dual enrollment​
6565 3.7programs;​
6666 3.8 (iii) funding provisions for student support services, including counseling, transportation,​
6767 3.9and meal access; and​
6868 3.10 (iv) changes to streamline state administrative processes related to dual enrollment; and​
6969 3.11 (6) identify metrics to evaluate the impact of proposed changes, ensuring​
7070 3.12recommendations are data driven and measurable.​
7171 3.13 (b) The task force must report its findings and recommendations to the legislative​
7272 3.14committees with jurisdiction over kindergarten through grade 12 and higher education by​
7373 3.15May 30, 2026, in accordance with Minnesota Statutes, section 3.195.​
7474 3.16 Subd. 4.Compensation.Minnesota Statutes, section 15.059, subdivision 3, governs​
7575 3.17compensation of the members of the task force.​
7676 3.18 Subd. 5.Meetings and administrative support.(a) The member appointed by the​
7777 3.19speaker of the house must convene the first meeting of the task force no later than August​
7878 3.201, 2025. The task force must appoint a chair and cochair at the first meeting.​
7979 3.21 (b) The task force must establish a schedule for meetings and meet as necessary to​
8080 3.22accomplish the duties under subdivision 3. Meetings are subject to Minnesota Statutes,​
8181 3.23chapter 13D. The task force may meet by telephone or interactive technology consistent​
8282 3.24with Minnesota Statutes, section 13D.015.​
8383 3.25 (c) The Department of Education must provide administrative support to assist the task​
8484 3.26force in its work, including providing information and technical support, and must assist in​
8585 3.27the creation of the report under subdivision 3.​
8686 3.28 Subd. 6.Expiration.The task force expires on May 30, 2026, or upon submission of​
8787 3.29the report required under subdivision 3, whichever is later.​
