1.1 A bill for an act 1.2 relating to education; establishing a Dual Enrollment Task Force; requiring a 1.3 report; appropriating money. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. DUAL ENROLLMENT TASK FORCE. 1.6 Subdivision 1.Establishment.A task force is established to analyze the dual enrollment 1.7funding formulas and make recommendations to ensure equitable, transparent, and adequate 1.8funding for all stakeholders. 1.9 Subd. 2.Membership.(a) The task force consists of: 1.10 (1) two duly elected and currently serving members of the house of representatives, one 1.11appointed by the speaker of the house and one appointed by the house minority leader; 1.12 (2) two duly elected and currently serving senators, one appointed by the senate majority 1.13leader and one appointed by the senate minority leader; 1.14 (3) the commissioner of education or the commissioner's designee; 1.15 (4) the executive director of the P-20 education partnership or the executive director's 1.16designee; 1.17 (5) one representative designated by the Board of Trustees of the Minnesota State 1.18Colleges and Universities; 1.19 (6) one representative designated by the Board of Regents of the University of Minnesota; 1.20 (7) one representative designated by the Tribal Nations Education Committee; and 1Section 1. 25-04541 as introduced03/07/25 REVISOR CR/DG SENATE STATE OF MINNESOTA S.F. No. 2769NINETY-FOURTH SESSION (SENATE AUTHORS: OUMOU VERBETEN) OFFICIAL STATUSD-PGDATE Introduction and first reading03/20/2025 Referred to Education Policy 2.1 (8) the following members appointed by the commissioner of education: 2.2 (i) one member of a school district board; 2.3 (ii) one member of a charter school board; 2.4 (iii) one representative from a private postsecondary institution participating in a dual 2.5enrollment program; 2.6 (iv) one parent or guardian of a current or former student participating in a dual enrollment 2.7program; 2.8 (v) one current or former dual enrollment student; and 2.9 (vi) one representative with expertise in Minnesota's education funding mechanisms. 2.10 (b) Members of the task force must be appointed by July 1, 2025. 2.11 (c) If a vacancy occurs among the legislative members, the leader of the caucus in the 2.12house of representatives or senate to which the vacating study group member belonged must 2.13fill the vacancy. 2.14 Subd. 3.Duties.(a) The task force must: 2.15 (1) review the funding formulas under Minnesota Statutes, section 124D.09, and their 2.16impact on: 2.17 (i) high schools, including resource allocation and financial incentives and disincentives; 2.18 (ii) public and private postsecondary institutions, particularly regarding the cost and 2.19financial sustainability of courses eligible for dual credit; and 2.20 (iii) students, with a focus on equitable access and support services; 2.21 (2) analyze cost variations among postsecondary institutions, accounting for: 2.22 (i) program-specific costs, including for courses with a laboratory requirement or career 2.23and technical education courses; 2.24 (ii) regional cost differences between urban and rural areas; 2.25 (iii) cost differences between large and small institutions; and 2.26 (iv) administrative costs; 2.27 (3) examine the transparency and accountability of funding under Minnesota Statutes, 2.28section 124D.09, including: 2.29 (i) data collection and reporting on how funds are used; and 2Section 1. 25-04541 as introduced03/07/25 REVISOR CR/DG 3.1 (ii) oversight mechanisms to ensure efficient and effective use of funds; 3.2 (4) identify barriers to participation caused by the funding formula, particularly for 3.3students from rural communities, low-income families, and historically marginalized groups; 3.4 (5) develop recommendations for: 3.5 (i) adjustments to the funding formula; 3.6 (ii) strategies to incentivize high schools to promote participation in dual enrollment 3.7programs; 3.8 (iii) funding provisions for student support services, including counseling, transportation, 3.9and meal access; and 3.10 (iv) changes to streamline state administrative processes related to dual enrollment; and 3.11 (6) identify metrics to evaluate the impact of proposed changes, ensuring 3.12recommendations are data driven and measurable. 3.13 (b) The task force must report its findings and recommendations to the legislative 3.14committees with jurisdiction over kindergarten through grade 12 and higher education by 3.15May 30, 2026, in accordance with Minnesota Statutes, section 3.195. 3.16 Subd. 4.Compensation.Minnesota Statutes, section 15.059, subdivision 3, governs 3.17compensation of the members of the task force. 3.18 Subd. 5.Meetings and administrative support.(a) The member appointed by the 3.19speaker of the house must convene the first meeting of the task force no later than August 3.201, 2025. The task force must appoint a chair and cochair at the first meeting. 3.21 (b) The task force must establish a schedule for meetings and meet as necessary to 3.22accomplish the duties under subdivision 3. Meetings are subject to Minnesota Statutes, 3.23chapter 13D. The task force may meet by telephone or interactive technology consistent 3.24with Minnesota Statutes, section 13D.015. 3.25 (c) The Department of Education must provide administrative support to assist the task 3.26force in its work, including providing information and technical support, and must assist in 3.27the creation of the report under subdivision 3. 3.28 Subd. 6.Expiration.The task force expires on May 30, 2026, or upon submission of 3.29the report required under subdivision 3, whichever is later. 3Section 1. 25-04541 as introduced03/07/25 REVISOR CR/DG 4.1 Sec. 2.
