| 6 | 6 | | 1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: |

| 7 | 7 | | 1.7 Section 1. Minnesota Statutes 2024, section 16B.312, subdivision 6, is amended to read: |

| 8 | 8 | | 1.8 Subd. 6.Environmental product declarations; grant program.A The Department |

| 9 | 9 | | 1.9of Transportation must administer the Environmental Standards Procurement Task Force |
|---|
| 10 | 10 | | 1.10grant program is established in the Department of Administration under this subdivision to |
|---|
| 11 | 11 | | 1.11award grants to assist manufacturers to obtain environmental product declarations or |
|---|
| 12 | 12 | | 1.12otherwise collect environmental product declaration data from manufacturers in Minnesota; |

| 13 | 13 | | 1.13improve plant efficiencies from asphalt, ready-mix, and aggregate manufacturers in |
|---|
| 14 | 14 | | 1.14Minnesota; or otherwise reduce greenhouse gas emissions output in their operations. The |

| 15 | 15 | | 1.15commissioner of administration shall transportation must develop procedures to process |
|---|
| 16 | 16 | | 1.16and evaluate grant applications, and to make grant awards. Grant applicants must submit |

| 17 | 17 | | 1.17an application to the commissioner on a form prescribed by the commissioner. The |

| 18 | 18 | | 1.18commissioner shall must act as fiscal agent for the grant program and is responsible for |
