1.2 relating to transportation; transferring administration of the Environmental​
1.3 Standards Procurement Task Force grant program to the Department of​
1.4 Transportation; appropriating money; amending Minnesota Statutes 2024, section​
1.5 16B.312, subdivision 6.​
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.7 Section 1. Minnesota Statutes 2024, section 16B.312, subdivision 6, is amended to read:​
1.8 Subd. 6.Environmental product declarations; grant program.A The Department​
1.9of Transportation must administer the Environmental Standards Procurement Task Force​
1.10grant program is established in the Department of Administration under this subdivision to​
1.11award grants to assist manufacturers to obtain environmental product declarations or​
1.12otherwise collect environmental product declaration data from manufacturers in Minnesota;​
1.13improve plant efficiencies from asphalt, ready-mix, and aggregate manufacturers in​
1.14Minnesota; or otherwise reduce greenhouse gas emissions output in their operations. The​
1.15commissioner of administration shall transportation must develop procedures to process​
1.16and evaluate grant applications, and to make grant awards. Grant applicants must submit​
1.17an application to the commissioner on a form prescribed by the commissioner. The​
1.18commissioner shall must act as fiscal agent for the grant program and is responsible for​
1.19receiving and reviewing grant applications and awarding grants under this subdivision.​
1.20 EFFECTIVE DATE.This section is effective the day following final enactment.​
1.21 Sec. 2. APPROPRIATION.​
1.22 $500,000 in fiscal year 2026 is appropriated from the general fund to the commissioner​
1.23of transportation for the Environmental Standards Procurement Task Force grant program​
