1.1 A bill for an act 1.2 relating to transportation; appropriating money for certain traffic safety initiatives. 1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.4 Section 1. APPROPRIATION; WORK ZONE SAFETY. 1.5 $300,000 in fiscal year 2026 is appropriated from the trunk highway fund to the 1.6commissioner of transportation for additions and modifications to work zone design or 1.7layout to reduce vehicle speeds in a trunk highway work zone. This appropriation is available 1.8following a determination by the commissioner that the initial work zone design or layout 1.9is insufficient in providing for reduced vehicle speeds. 1.10 Sec. 2. APPROPRIATIONS; SAFE ROAD ZONES. 1.11 (a) $1,000,000 in fiscal year 2026 is appropriated from the trunk highway fund to the 1.12commissioner of transportation for safety measures in safe road zones under Minnesota 1.13Statutes, section 169.065, that are on the trunk highway system. 1.14 (b) $1,000,000 in fiscal year 2026 is appropriated from the general fund to the 1.15commissioner of public safety for safety measures in safe road zones under Minnesota 1.16Statutes, section 169.065. 1.17 Sec. 3. APPROPRIATIONS; RURAL HIGH-RISK ROADS. 1.18 (a) $10,000,000 in fiscal year 2026 is appropriated from the trunk highway fund to the 1.19commissioner of transportation for roadway design and related improvements on rural 1.20high-risk roads that improve safety, reduce speeds, and eliminate intersection interactions. 1Sec. 3. 25-05107 as introduced03/20/25 REVISOR KRB/AC SENATE STATE OF MINNESOTA S.F. This is a onetime appropriation and is available until June 30, 2029. 2.4 (b) $2,000,000 in fiscal year 2026 is appropriated from the general fund to the 2.5commissioner of public safety for grants to law enforcement agencies to undertake enhanced 2.6safety enforcement efforts on rural high-risk roads, including enforcement related to speed, 2.7seat belt use, driver distraction, and impaired driving. The commissioner must identify 2.8enforcement locations based on crash information and consultation with local traffic safety 2.9partners and the Advisory Council on Traffic Safety under Minnesota Statutes, section 2.104.076. 2.11 Sec. 4. APPROPRIATION; ADVISORY COUNCIL ON TRAFFIC SAFETY. 2.12 $2,000,000 in fiscal year 2026 and $2,000,000 in fiscal year 2027 are appropriated from 2.13the general fund to the commissioner of public safety for traffic safety activities of the 2.14Advisory Council on Traffic Safety under Minnesota Statutes, section 4.076, including but 2.15not limited to traffic safety projects and nonfederal matches to federal grants. 2.16 Sec. 5. APPROPRIATION; LAW ENFORCEMENT TRAFFIC SAFETY TRAINING. 2.17 $2,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 2.18of public safety for grants to local units of government to provide training to peace officers 2.19on traffic safety enforcement. 2.20 Sec. 6. APPROPRIATION; SAFE AND SOBER RIDES HOME. 2.21 $500,000 in fiscal year 2026 is appropriated from the general fund to the commissioner 2.22of public safety for grants to local units of government for safe ride programs that provide 2.23safe transportation options for patrons of hospitality and entertainment businesses within a 2.24community. 2Sec. 6. 25-05107 as introduced03/20/25 REVISOR KRB/AC
