                            1.1	A bill for an act​
1.2 proposing an amendment to the Minnesota Constitution, article I, by adding a​
1.3 section; providing for free, fair, and equal elections.​
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.5 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.​
1.6 An amendment to the Minnesota Constitution is proposed to the people. If the amendment​
1.7is adopted, a section shall be added to article I, to read:​
1.8 Sec. 18. Elections shall be free, fair, and equal. No civil or military power shall, at any​
1.9time, interfere with the free exercise of the right to vote.​
1.10 Sec. 2. SUBMISSION TO VOTERS.​
1.11 (a) The proposed amendment must be submitted to the people at the 2026 general election.​
1.12If ratified, the amendment is effective January 1, 2027. The question submitted must be:​
1.13 "Shall the Minnesota Constitution be amended to provide for free, fair, and equal elections​
1.14and prohibit civil and military powers from interfering with the right to vote?​
1.15	Yes ...................

1.17 (b) The title required under Minnesota Statutes, section 204D.15, subdivision 1, for the​
1.18question submitted to the people under paragraph (a) shall be: "Free, Fair, and Equal​
1.19Elections."​
