5	5	1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

7	7	1.7APPROPRIATION AND GENERAL OBLIGATION BOND SALE
8	8	1.8AUTHORIZATION.
9	9	1.9 Subdivision 1.Appropriation; general obligation bond proceeds.$5,600,000 is
10	10	1.10appropriated from the bond proceeds account in the state transportation fund to the
11	11	1.11commissioner of transportation for one or more grants to the city of Byron, Olmsted County,
12	12	1.12or both for the county and city share of general obligation bond eligible portions of a project
13	13	1.13to conduct environmental analysis, predesign, and final design of a project to replace at-grade
14	14	1.14intersections and traffic signals with grade-separated interchanges along marked U.S.
15	15	1.15Highway 14, including but not limited to intersections with Olmsted County State-Aid
16	16	1.16Highway 3 and Olmsted County State-Aid Highway 5, in the city of Byron. Any amount
17	17	1.17remaining after substantial completion of environmental analysis, predesign, design, and
18	18	1.18engineering work may be applied to the city and county's share to acquire right-of-way for,
19	19	1.19and to construct, furnish, and equip these interchanges and associated infrastructure and
20	20	1.20road work to accommodate these interchanges.
21	21	1.21 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond
22	22	1.22proceeds account, the commissioner of management and budget shall sell and issue bonds
23	23	1.23of the state in an amount up to $5,600,000 in the manner, upon the terms, and with the effect

37	37	2.6 Subdivision 1.Appropriation; trunk highway bond proceeds.$2,400,000 is
38	38	2.7appropriated from the bond proceeds account in the trunk highway fund to the commissioner
39	39	2.8of transportation for trunk highway bond eligible portions of a project to conduct
40	40	2.9environmental analysis, predesign, and final design of a project to replace at-grade
41	41	2.10intersections and traffic signals with grade-separated interchanges along marked U.S.
42	42	2.11Highway 14, including but not limited to intersections with Olmsted County State-Aid
43	43	2.12Highway 3 and Olmsted County State-Aid Highway 5, in the city of Byron. Any amount

48	48	2.17 Subd. 2.Bond sale.To provide the money appropriated in subdivision 2 from the bond
49	49	2.18proceeds account in the trunk highway fund, the commissioner of management and budget
50	50	2.19shall sell and issue bonds of the state in an amount up to $2,400,000 in the manner, upon
51	51	2.20the terms, and with the effect prescribed by Minnesota Statutes, sections 167.50 to 167.52,
52	52	2.21and by the Minnesota Constitution, article XIV, section 11, at the times and in the amounts
53	53	2.22requested by the commissioner of transportation. The proceeds of the bonds, except accrued
54	54	2.23interest and any premium received from the sale of the bonds, must be deposited in the bond
55	55	2.24proceeds account in the trunk highway fund.
