160.665.1.Anyschooldistrictwithinthestatemaydesignateoneormore
2elementaryorsecondaryschoolteachers[or],administrators, orotherdesignatedschool
3personnelasaschoolprotectionofficer.Theresponsibilitiesanddutiesofaschool
4protectionofficerarevoluntaryandshallbeinadditiontothenormalresponsibilitiesand
5dutiesoftheteacher[or],administrator, orotherdesignatedschoolpersonnel. Any
6compensationforadditionaldutiesrelatingtoserviceasaschoolprotectionofficershallbe
7fundedbythelocalschooldistrict,withnostatefundsusedforsuchpurpose.
8 2.Anypersondesignatedbyaschooldistrictasaschoolprotectionofficershallbe
9authorizedtocarryconcealedfirearmsoraself-defensespraydeviceinanyschoolinthe
10district.Aself-defensespraydeviceshallmeananydevicethatiscapableofcarrying,and
11thatejects,releases,oremits,anonlethalsolutioncapableofincapacitatingaviolentthreat.
12Theschoolprotectionofficershallnotbepermittedtoallowanyfirearmordeviceoutof[his
13orher]theofficer'spersonalcontrolwhilethatfirearmordeviceisonschoolproperty.Any
14schoolprotectionofficerwhoviolatesthissubsectionmayberemovedimmediatelyfromthe
15classroomandsubjecttoemploymentterminationproceedings.
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 16 3.Aschoolprotectionofficerhasthesameauthoritytodetainoruseforceagainstany
17persononschoolpropertyasprovidedtoanyotherpersonunderchapter563.
18 4.Upondetentionofapersonundersubsection3ofthissection,theschoolprotection
19officershallimmediatelynotifyaschooladministratorandaschoolresourceofficer,ifsuch
20officerispresentattheschool.Ifthepersondetainedisastudentthentheparentsor
21guardiansofthestudentshallalsobeimmediatelynotifiedbyaschooladministrator.
22 5.Anypersondetainedbyaschoolprotectionofficershallbeturnedovertoaschool
23administratororlawenforcementofficerassoonaspracticallypossibleandshallnotbe
24detainedbyaschoolprotectionofficerformorethanonehour.
25 6.Anyteacher[or],administrator, orotherdesignatedschoolpersonnelofan
26elementaryorsecondaryschoolwhoseekstobedesignatedasaschoolprotectionofficer
27shallrequestsuchdesignationinwriting,andsubmitittothesuperintendentoftheschool
28district[which] thatemploys[himorher]suchindividualasateacher[or],administrator, or
29otherdesignatedschoolpersonnel. Alongwiththisrequest,anyteacher[or],administrator,
30orotherdesignatedschoolpersonnelseekingtocarryaconcealedfirearmonschool
31propertyshallalsosubmitproofthat[heorshe]suchindividualhasavalidconcealedcarry
32endorsementorpermit,andallteachers[and],administrators, andotherdesignatedschool
33personnelseekingthedesignationofschoolprotectionofficershallsubmitacertificateof
34schoolprotectionofficertrainingprogramcompletionfromatrainingprogramapprovedby
35thedirectorofthedepartmentofpublicsafetywhichdemonstratesthatsuchpersonhas
36successfullycompletedthetrainingrequirementsestablishedbythePOSTcommissionunder
37chapter590forschoolprotectionofficers.
38 7.Noschooldistrictmaydesignateateacher[or],administrator, orotherdesignated
39schoolpersonnelasaschoolprotectionofficerunlesssuchpersonhassuccessfully
40completedaschoolprotectionofficertrainingprogram,whichhasbeenapprovedbythe
41directorofthedepartmentofpublicsafety.Noschooldistrictshallallowaschoolprotection
42officertocarryaconcealedfirearmonschoolpropertyunlesstheschoolprotectionofficer
43hasavalidconcealedcarryendorsementorpermit.
44 8.(1)Anyschooldistrictthatdesignatesateacher[or],administrator, orother
45designatedschoolpersonnelasaschoolprotectionofficershall,withinthirtydays,notify,in
46writing,thedirectorofthedepartmentofpublicsafetyofthedesignation,whichshallinclude
47thefollowing:
48 [(1)](a)Thefullname,dateofbirth,andaddressoftheofficer;
49 [(2)](b)Thenameoftheschooldistrict;and
50 [(3)](c)Thedatesuchpersonwasdesignatedasaschoolprotectionofficer.

52informationcollectedundertheauthorityofthissubsectionshallnotbeconsideredpublic
53informationandshallnotbesubjecttoarequestforpublicrecordsmadeunderchapter610.
54 9.Aschooldistrictmayrevokethedesignationofapersonasaschoolprotection
55officerforanyreasonandshallimmediatelynotifythedesignatedschoolprotectionofficerin
56writingoftherevocation.Theschooldistrictshallalsowithinthirtydaysoftherevocation
57notifythedirectorofthedepartmentofpublicsafetyinwritingoftherevocationofthe
58designationofsuchpersonasaschoolprotectionofficer.Apersonwhohashadthe
59designationofschoolprotectionofficerrevokedhasnorighttoappealtherevocation
60decision.
61 10.Thedirectorofthedepartmentofpublicsafetyshallmaintainalistingofall
62personsdesignatedbyschooldistrictsasschoolprotectionofficersandshallmakethislist
63availabletoalllawenforcementagencies.
64 11.Beforeaschooldistrictmaydesignateateacher[or],administrator, orother
65designatedschoolpersonnelasaschoolprotectionofficer,theschoolboardshallholda
66publichearingonwhethertoallowsuchdesignation.Noticeofthehearingshallbepublished
67atleastfifteendaysbeforethedateofthehearinginanewspaperofgeneralcirculationwithin
68thecityorcountyinwhichtheschooldistrictislocated.Theboardmaydetermineataclosed
69meeting,as"closedmeeting"isdefinedundersection610.010,whethertoauthorizethe
70designatedschoolprotectionofficertocarryaconcealedfirearmoraself-defensespray

6concealedcarrypermitissuedpursuanttosections571.101to571.121,validconcealedcarry
7endorsementissuedpriortoAugust28,2013,oraconcealedcarryendorsementorpermit
8issuedbyanotherstateorpoliticalsubdivisionofanotherstateshallauthorizeanypersonto
9carryconcealedfirearmsinto:
10 (1)Anypolice,sheriff,orhighwaypatrolofficeorstationwithouttheconsentofthe
11chieflawenforcementofficerinchargeofthatofficeorstation.Possessionofafirearmina
12vehicleonthepremisesoftheofficeorstationshallnotbeacriminaloffensesolongasthe
13firearmisnotremovedfromthevehicleorbrandishedwhilethevehicleisonthepremises;
14 (2)Withintwenty-fivefeetofanypollingplaceonanyelectionday.Possessionofa
15firearminavehicleonthepremisesofthepollingplaceshallnotbeacriminaloffenseso

25notbelimitedto,anyjuvenile,family,drug,orothercourtoffices,anyroomorofficewherein
26anyofthecourtsorofficeslistedinthissubdivisionaretemporarilyconductinganybusiness
27withinthejurisdictionofsuchcourtsoroffices,andsuchotherlocationsinsuchmanneras

29Nothinginthissubdivisionshallprecludethosepersonslistedinsubdivision(1)ofsubsection
302ofsection571.030whilewithintheirjurisdictionandonduty,thosepersonslistedin
31subdivisions(2),(4),and(10)ofsubsection2ofsection571.030,orsuchotherpersonswho
32serveinalawenforcementcapacityforacourtasmaybespecifiedbysupremecourtrule
33pursuanttosubdivision(6)ofthissubsectionfromcarryingaconcealedfirearmwithinanyof
34theareasdescribedinthissubdivision.Possessionofafirearminavehicleonthepremisesof
35anyoftheareaslistedinthissubdivisionshallnotbeacriminaloffensesolongasthefirearm
36isnotremovedfromthevehicleorbrandishedwhilethevehicleisonthepremises;
37 (5)Anymeetingofthegoverningbodyofaunitoflocalgovernment;oranymeeting
38ofthegeneralassemblyoracommitteeofthegeneralassembly,exceptthatnothinginthis
39subdivisionshallprecludeamemberofthebodyholdingavalidconcealedcarrypermitor
40endorsementfromcarryingaconcealedfirearmatameetingofthebodyofwhich[heorshe]

4517,ArticleIII,ConstitutionofMissouri,legislativeemployeesofthegeneralassemblyas
46determinedundersection21.155,orstatewideelectedofficialsandtheiremployees,holdinga
47validconcealedcarrypermitorendorsement,fromcarryingaconcealedfirearminthestate
48capitolbuildingoratameetingwhetherofthefullbodyofahouseofthegeneralassemblyor
49acommitteethereof,thatisheldinthestatecapitolbuilding;
50 (6)Thegeneralassembly,supremecourt,countyormunicipalitymaybyrule,
51administrativeregulation,orordinanceprohibitorlimitthecarryingofconcealedfirearmsby
52permitorendorsementholdersinthatportionofabuildingowned,leasedorcontrolledby
HB1481	4 53thatunitofgovernment.Anyportionofabuildinginwhichthecarryingofconcealed
54firearmsisprohibitedorlimitedshallbeclearlyidentifiedbysignspostedattheentranceto
55therestrictedarea.Thestatute,ruleorordinanceshallexemptanybuildingusedforpublic
56housingbyprivatepersons,highwaysorrestareas,firingranges,andprivatedwellings
57owned,leased,orcontrolledbythatunitofgovernmentfromanyrestrictiononthecarrying
58orpossessionofafirearm.Thestatute,ruleorordinanceshallnotspecifyanycriminal
59penaltyforitsviolationbutmayspecifythatpersonsviolatingthestatute,ruleorordinance
60maybedeniedentrancetothebuilding,orderedtoleavethebuildingandifemployeesofthe
61unitofgovernment,besubjectedtodisciplinarymeasuresforviolationoftheprovisionsof
62thestatute,ruleorordinance.Theprovisionsofthissubdivisionshallnotapplytoanyother
63unitofgovernment;
64 (7)Anyestablishmentlicensedtodispenseintoxicatingliquorforconsumptiononthe
65premises,whichportionisprimarilydevotedtothatpurpose,withouttheconsentofthe
66ownerormanager.Theprovisionsofthissubdivisionshallnotapplytothelicenseeofsaid
67establishment.Theprovisionsofthissubdivisionshallnotapplytoanybonafiderestaurant
68opentothegeneralpublichavingdiningfacilitiesfornotlessthanfiftypersonsandthat
69receivesatleastfifty-onepercentofitsgrossannualincomefromthediningfacilitiesbythe
70saleoffood.Thissubdivisiondoesnotprohibitthepossessionofafirearminavehicleonthe
71premisesoftheestablishmentandshallnotbeacriminaloffensesolongasthefirearmisnot
72removedfromthevehicleorbrandishedwhilethevehicleisonthepremises.Nothinginthis
73subdivisionauthorizesanyindividualwhohasbeenissuedaconcealedcarrypermitor
74endorsementtopossessanyfirearmwhileintoxicated;
75 (8)Anyareaofanairporttowhichaccessiscontrolledbytheinspectionofpersons
76andproperty.Possessionofafirearminavehicleonthepremisesoftheairportshallnotbea
77criminaloffensesolongasthefirearmisnotremovedfromthevehicleorbrandishedwhile
78thevehicleisonthepremises;
79 (9)Anyplacewherethecarryingofafirearmisprohibitedbyfederallaw;
80 (10)Anyhighereducationinstitutionorelementaryorsecondaryschoolfacility
81withouttheconsentofthegoverningbodyofthehighereducationinstitutionoraschool
82officialorthedistrictschoolboard,unlessthepersonwiththeconcealedcarryendorsementor
83permitisateacher[or],administrator, orotherdesignatedschoolpersonnelofan

85schooldistrictasaschoolprotectionofficerandiscarryingafirearminaschoolwithinthat
86district,inwhichcasenoconsentisrequired.Possessionofafirearminavehicleonthe
87premisesofanyhighereducationinstitutionorelementaryorsecondaryschoolfacilityshall
88notbeacriminaloffensesolongasthefirearmisnotremovedfromthevehicleorbrandished
89whilethevehicleisonthepremises;
HB1481	5 90 (11)Anyportionofabuildingusedasachildcarefacilitywithouttheconsentofthe
91manager.Nothinginthissubdivisionshallpreventtheoperatorofachildcarefacilityina
92familyhomefromowningorpossessingafirearmoraconcealedcarrypermitor
93endorsement;
94 (12)Anyriverboatgamblingoperationaccessiblebythepublicwithouttheconsent
95oftheownerormanagerpursuanttorulespromulgatedbythegamingcommission.
96Possessionofafirearminavehicleonthepremisesofariverboatgamblingoperationshall
97notbeacriminaloffensesolongasthefirearmisnotremovedfromthevehicleorbrandished
98whilethevehicleisonthepremises;
99 (13)Anygatedareaofanamusementpark.Possessionofafirearminavehicleon

113mayprohibitemployees,notauthorizedbytheemployer,holdingaconcealedcarrypermitor
114endorsementfromcarryingconcealedfirearmsonthepropertyoftheemployer.Ifthe
115buildingorthepremisesareopentothepublic,theemployerofthebusinessenterpriseshall
116postsignsonoraboutthepremisesifcarryingaconcealedfirearmisprohibited.Possession
117ofafirearminavehicleonthepremisesshallnotbeacriminaloffensesolongasthefirearm
118isnotremovedfromthevehicleorbrandishedwhilethevehicleisonthepremises.An
119employermayprohibitemployeesorotherpersonsholdingaconcealedcarrypermitor
120endorsementfromcarryingaconcealedfirearminvehiclesownedbytheemployer;
121 (16)Anysportsarenaorstadiumwithaseatingcapacityoffivethousandormore.
122Possessionofafirearminavehicleonthepremisesshallnotbeacriminaloffensesolongas
123thefirearmisnotremovedfromthevehicleorbrandishedwhilethevehicleisonthe

131August28,2013,shallnotbeacriminalactbutmaysubjectthepersontodenialtothe
132premisesorremovalfromthepremises.Ifsuchpersonrefusestoleavethepremisesanda
133peaceofficerissummoned,suchpersonmaybeissuedacitationforanamountnottoexceed
134onehundreddollarsforthefirstoffense.Ifasecondcitationforasimilarviolationoccurs
135withinasix-monthperiod,suchpersonshallbefinedanamountnottoexceedtwohundred
136dollarsand[hisorher]suchindividual'spermit,and,ifapplicable,endorsementtocarry
137concealedfirearmsshallbesuspendedforaperiodofoneyear.Ifathirdcitationforasimilar
138violationisissuedwithinoneyearofthefirstcitation,suchpersonshallbefinedanamount
139nottoexceedfivehundreddollarsandshallhave[hisorher]suchindividual'sconcealed
140carrypermit,and,ifapplicable,endorsementrevokedandsuchpersonshallnotbeeligiblefor
141aconcealedcarrypermitforaperiodofthreeyears.Uponconvictionofchargesarisingfrom
142acitationissuedpursuanttothissubsection,thecourtshallnotifythesheriffofthecounty
143whichissuedtheconcealedcarrypermit,or,ifthepersonisaholderofaconcealedcarry
144endorsementissuedpriortoAugust28,2013,thecourtshallnotifythesheriffofthecounty
145whichissuedthecertificateofqualificationforaconcealedcarryendorsementandthe
146departmentofrevenue.Thesheriffshallsuspendorrevoketheconcealedcarrypermitor,if
147applicable,thecertificateofqualificationforaconcealedcarryendorsement.Iftheperson
148holdsanendorsement,thedepartmentofrevenueshallissueanoticeofsuchsuspensionor
149revocationoftheconcealedcarryendorsementandtakeactiontoremovetheconcealedcarry
150endorsementfromtheindividual'sdrivingrecord.Thedirectorofrevenueshallnotifythe
151licenseethat[heorshe]thelicenseemustapplyforanewlicensepursuanttochapter302
152whichdoesnotcontainsuchendorsement.Thenoticeissuedbythedepartmentofrevenue
153shallbemailedtothelastknownaddressshownontheindividual'sdrivingrecord.The
154noticeisdeemedreceivedthreedaysaftermailing.
571.215.1.AMissourilifetimeorextendedconcealedcarrypermitissuedunder
2sections571.205to571.230shallauthorizethepersoninwhosenamethepermitisissuedto
3carryconcealedfirearmsonorabout[hisorher]theindividual'spersonorvehicle
4throughoutthestate.NoMissourilifetimeorextendedconcealedcarrypermitshallauthorize
5anypersontocarryconcealedfirearmsinto:
6 (1)Anypolice,sheriff,orhighwaypatrolofficeorstationwithouttheconsentofthe
7chieflawenforcementofficerinchargeofthatofficeorstation.Possessionofafirearmina
HB1481	7 8vehicleonthepremisesoftheofficeorstationshallnotbeacriminaloffensesolongasthe
9firearmisnotremovedfromthevehicleorbrandishedwhilethevehicleisonthepremises;
10 (2)Withintwenty-fivefeetofanypollingplaceonanyelectionday.Possessionofa
11firearminavehicleonthepremisesofthepollingplaceshallnotbeacriminaloffenseso
12longasthefirearmisnotremovedfromthevehicleorbrandishedwhilethevehicleisonthe
13premises;

31anyoftheareaslistedinthissubdivisionshallnotbeacriminaloffensesolongasthefirearm
32isnotremovedfromthevehicleorbrandishedwhilethevehicleisonthepremises;
33 (5)Anymeetingofthegoverningbodyofaunitoflocalgovernment,oranymeeting
34ofthegeneralassemblyoracommitteeofthegeneralassembly,exceptthatnothinginthis
35subdivisionshallprecludeamemberofthebodyholdingavalidMissourilifetimeor

50government.Anyportionofabuildinginwhichthecarryingofconcealedfirearmsis
51prohibitedorlimitedshallbeclearlyidentifiedbysignspostedattheentrancetotherestricted
52area.Thestatute,rule,orordinanceshallexemptanybuildingusedforpublichousingby
53privatepersons,highwaysorrestareas,firingranges,andprivatedwellingsowned,leased,or
54controlledbythatunitofgovernmentfromanyrestrictiononthecarryingorpossessionofa
55firearm.Thestatute,rule,orordinanceshallnotspecifyanycriminalpenaltyforitsviolation
56butmayspecifythatpersonsviolatingthestatute,rule,orordinancemaybedeniedentrance
57tothebuilding,orderedtoleavethebuildingandifemployeesoftheunitofgovernment,be
58subjectedtodisciplinarymeasuresforviolationoftheprovisionsofthestatute,rule,or
59ordinance.Theprovisionsofthissubdivisionshallnotapplytoanyotherunitofgovernment;
60 (7)Anyestablishmentlicensedtodispenseintoxicatingliquorforconsumptiononthe
61premises,whichportionisprimarilydevotedtothatpurpose,withouttheconsentofthe
62ownerormanager.Theprovisionsofthissubdivisionshallnotapplytothelicenseeofsaid

12trainingprogramshallsubmitafingerprintcardandauthorizationforacriminalhistory
13backgroundchecktoincludetherecordsoftheFederalBureauofInvestigationtothetraining
14centerortrainingprogramwheresuchpersonisseekingentrance.Thetrainingcenteror
15trainingprogramshallcauseacriminalhistorybackgroundchecktobemadeandshallcause
16theresultingreporttobeforwardedtotheschooldistrictwheretheelementaryorsecondary
17schoolteacher[or],administrator, orotherdesignatedschoolpersonnelisseekingtobe
18designatedasaschoolprotectionofficer.
19 4.Nopersonshallbeadmittedtoaschoolprotectionofficertrainingcenteror
20trainingprogramunlesssuchpersonsubmitsprooftothetrainingcenterortrainingprogram
21that[heorshe]suchindividualhasavalidconcealedcarryendorsementorpermit.
22 5.Acertificateofschoolprotectionofficertrainingprogramcompletionmaybe
23issuedtoanyapplicantbyanyapprovedschoolprotectionofficertraininginstructor.Onthe
24certificateofprogramcompletiontheapprovedschoolprotectionofficertraininginstructor
25shallaffirmthattheindividualreceivinginstructionhastakenandpassedaschoolprotection
26officertrainingprogramthatmeetstherequirementsofthissectionandsection590.200and
27indicatewhethertheindividualhasavalidconcealedcarryendorsementorpermit.The
28instructorshallalsoprovideacopyofsuchcertificatetothedirectorofthedepartmentof
29publicsafety.
