134 [6.]7.Notwithstandinganyprovisionofthissectiontothecontrary,thestateshallnot
135prohibitanystateemployeefromhavingafirearmintheemployee'svehicleonthestate's
136propertyprovidedthatthevehicleislockedandthefirearmisnotvisible.Thissubsection
137shallonlyapplytothestateasanemployerwhenthestateemployee'svehicleisonproperty
138ownedorleasedbythestateandthestateemployeeisconductingactivitieswithinthescope
139ofhisorheremployment.Forthepurposesofthissubsection,"stateemployee"meansan
140employeeoftheexecutive,legislative,orjudicialbranchofthegovernmentofthestateof

142 [7.]8.Nothinginthissectionshallmakeitunlawfulforastudenttoactually
143participateinschool-sanctionedgunsafetycourses,studentmilitaryorROTCcourses,or
144otherschool-sponsoredorclub-sponsoredfirearm-relatedevents,providedthestudentdoes
145notcarryafirearmorotherweaponreadilycapableoflethaluseintoanyschool,ontoany
146schoolbus,orontothepremisesofanyotherfunctionoractivitysponsoredorsanctionedby
147schoolofficialsorthedistrictschoolboard.
148 [8.]9.Apersonwhocommitsthe[crime] offenseofunlawfuluseofweaponsunder:
149 (1)Subdivision(2),(3),(4),or(11)ofsubsection1ofthissectionshallbeguiltyofa
150classEfelony;

187prevention,detection,investigation,orprosecutionof,ortheincarcerationofanypersonfor,
188anyviolationoflaw,andhadstatutorypowersofarrest;
189 (3)Beforesuchretirement,wasregularlyemployedasapeaceofficerforan
190aggregateoffifteenyearsormore,orretiredfromservicewithsuchagency,aftercompleting
191anyapplicableprobationaryperiodofsuchservice,duetoaservice-connecteddisability,as

571.107.1.Aconcealedcarrypermitissuedpursuanttosections571.101to571.121,
2avalidconcealedcarryendorsementissuedpriortoAugust28,2013,oraconcealedcarry
3endorsementorpermitissuedbyanotherstateorpoliticalsubdivisionofanotherstateshall
4authorizethepersoninwhosenamethepermitorendorsementisissuedtocarryconcealed
5firearmsonorabouthisorherpersonorvehiclethroughoutthestate.Noconcealedcarry
6permitissuedpursuanttosections571.101to571.121,validconcealedcarryendorsement
7issuedpriortoAugust28,2013,oraconcealedcarryendorsementorpermitissuedbyanother
8stateorpoliticalsubdivisionofanotherstateshallauthorizeanypersontocarryconcealed
9firearmsinto:
10 (1)Anypolice,sheriff,orhighwaypatrolofficeorstationwithouttheconsentofthe
11chieflawenforcementofficerinchargeofthatofficeorstation.Possessionofafirearmina
12vehicleonthepremisesoftheofficeorstationshallnotbeacriminaloffensesolongasthe
13firearmisnotremovedfromthevehicleorbrandishedwhilethevehicleisonthepremises;
14 (2)Withintwenty-fivefeetofanypollingplaceonanyelectionday.Possessionofa
15firearminavehicleonthepremisesofthepollingplaceshallnotbeacriminaloffenseso

24suchcourtsolelyoccupiesthebuildinginquestion.Thissubdivisionshallalsoinclude,but
25notbelimitedto,anyjuvenile,family,drug,orothercourtoffices,anyroomorofficewherein
26anyofthecourtsorofficeslistedinthissubdivisionaretemporarilyconductinganybusiness
27withinthejurisdictionofsuchcourtsoroffices,andsuchotherlocationsinsuchmanneras
28maybespecifiedbysupremecourtrulepursuanttosubdivision(6)ofthissubsection.
29Nothinginthissubdivisionshallprecludethosepersonslistedinsubdivision(1)ofsubsection
30[2]3ofsection571.030whilewithintheirjurisdictionandonduty,thosepersonslistedin
31subdivisions(2),(4),and(10)ofsubsection[2]3ofsection571.030,orsuchotherpersons
32whoserveinalawenforcementcapacityforacourtasmaybespecifiedbysupremecourt
33rulepursuanttosubdivision(6)ofthissubsectionfromcarryingaconcealedfirearmwithin
34anyoftheareasdescribedinthissubdivision.Possessionofafirearminavehicleonthe
35premisesofanyoftheareaslistedinthissubdivisionshallnotbeacriminaloffensesolongas
36thefirearmisnotremovedfromthevehicleorbrandishedwhilethevehicleisonthe
37premises;
38 (5)Anymeetingofthegoverningbodyofaunitoflocalgovernment;oranymeeting
39ofthegeneralassemblyoracommitteeofthegeneralassembly,exceptthatnothinginthis
40subdivisionshallprecludeamemberofthebodyholdingavalidconcealedcarrypermitor
41endorsementfromcarryingaconcealedfirearmatameetingofthebodywhichheorsheisa
42member.Possessionofafirearminavehicleonthepremisesshallnotbeacriminaloffense
43solongasthefirearmisnotremovedfromthevehicleorbrandishedwhilethevehicleison
44thepremises.Nothinginthissubdivisionshallprecludeamemberofthegeneralassembly,a
45full-timeemployeeofthegeneralassemblyemployedunderSection17,ArticleIII,
46ConstitutionofMissouri,legislativeemployeesofthegeneralassemblyasdeterminedunder
47section21.155,orstatewideelectedofficialsandtheiremployees,holdingavalidconcealed
48carrypermitorendorsement,fromcarryingaconcealedfirearminthestatecapitolbuilding
49oratameetingwhetherofthefullbodyofahouseofthegeneralassemblyoracommittee
50thereof,thatisheldinthestatecapitolbuilding;
51 (6)Thegeneralassembly,supremecourt,countyormunicipalitymaybyrule,
52administrativeregulation,orordinanceprohibitorlimitthecarryingofconcealedfirearmsby
HB1696	8 53permitorendorsementholdersinthatportionofabuildingowned,leasedorcontrolledby
54thatunitofgovernment.Anyportionofabuildinginwhichthecarryingofconcealed
55firearmsisprohibitedorlimitedshallbeclearlyidentifiedbysignspostedattheentranceto
56therestrictedarea.Thestatute,ruleorordinanceshallexemptanybuildingusedforpublic
57housingbyprivatepersons,highwaysorrestareas,firingranges,andprivatedwellings
58owned,leased,orcontrolledbythatunitofgovernmentfromanyrestrictiononthecarrying
59orpossessionofafirearm.Thestatute,ruleorordinanceshallnotspecifyanycriminal
60penaltyforitsviolationbutmayspecifythatpersonsviolatingthestatute,ruleorordinance
61maybedeniedentrancetothebuilding,orderedtoleavethebuildingandifemployeesofthe
62unitofgovernment,besubjectedtodisciplinarymeasuresforviolationoftheprovisionsof
63thestatute,ruleorordinance.Theprovisionsofthissubdivisionshallnotapplytoanyother
64unitofgovernment;
65 (7)Anyestablishmentlicensedtodispenseintoxicatingliquorforconsumptiononthe
66premises,whichportionisprimarilydevotedtothatpurpose,withouttheconsentofthe
67ownerormanager.Theprovisionsofthissubdivisionshallnotapplytothelicenseeofsaid
68establishment.Theprovisionsofthissubdivisionshallnotapplytoanybonafiderestaurant
69opentothegeneralpublichavingdiningfacilitiesfornotlessthanfiftypersonsandthat
70receivesatleastfifty-onepercentofitsgrossannualincomefromthediningfacilitiesbythe
71saleoffood.Thissubdivisiondoesnotprohibitthepossessionofafirearminavehicleonthe
72premisesoftheestablishmentandshallnotbeacriminaloffensesolongasthefirearmisnot
73removedfromthevehicleorbrandishedwhilethevehicleisonthepremises.Nothinginthis
