BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section84.730,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection84.730,toreadasfollows:
84.730.Itshallbethedutyoftheboard,onthefifteenthdayofJanuaryofeachyear,
2toprepare,inwriting,abudgetestimatingthesumofmoneywhichwillbenecessaryforthe
3nextfiscalyear,toenabletheboardtodischargethedutiesherebyimposeduponit,andto
4meettheexpensesofthepolicedepartment,whichitshallforthwithcertifytothegoverning
5bodyofsuchcities,andthebudgetshallitemizepurposesofexpenditurebyorganization
6units,activities,functions,andcharacterclassesinnotlessdetailthan"personalservices",
7"contractualservices","commodities",and"capitaloutlays",andshallinanyeventbe
8preparedinformanddetailsimilartotheformanddetailinwhichbudgetsforthevarious
9departmentsofsuchcitygovernmentareprepared.Thegoverningbodyofthecitiesishereby
10requiredtoappropriatethetotalamountsocertified,payableoutoftherevenueofthecities
11afterfirsthavingdeductedtheamountnecessarytopaytheinterestontheindebtednessofthe
12cities,theamountnecessaryforlightingthecity,andanysumrequiredbylawtobeplacedto
13thecreditofthesinkingfundofthecities,andiftheboardshallberequiredtocalloutextra
14policeforceandtheexpensethereofshallnothavebeencontemplatedintheirestimateforthe
15fiscalyearduringwhichtheextrapoliceforceiscalledout,itshallimmediatelycertifythe
16expenseofsuchadditionalforce,andtheadditionalamountsorequiredshallbeappropriated
17forthatpurpose,exceptthatinnoeventshallthegoverningbodyofthecitiesberequiredto

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18appropriatefortheuseofthepoliceboardinanyfiscalyearanamountinexcessof[one-fifth]
19one-fourthofthegeneralrevenuefundofsuchyear,whichshallincludeallrevenue
20collectedbythecityregardlessofwhethertherevenueisfromatax,fee,orothersource
21offundingandregardlessiftherevenueisdepositedintoanotherfundotherthan
22generalrevenue.
SectionB.Becauseimmediateactionisnecessarytoensurepoliceprotectionofthe
2community,therepealandreenactmentofsection84.730ofthisactisdeemednecessaryfor
3theimmediatepreservationofthepublichealth,welfare,peace,andsafety,andishereby
4declaredtobeanemergencyactwithinthemeaningoftheconstitution,andtherepealand
5reenactmentofsection84.730ofthisactshallbeinfullforceandeffectuponitspassageand
6approval.
