FISCAL ANALYSIS
ASSUMPTION
Sections 345.015 to 345.085 – Audiology and Speech-Language Pathology Interstate Compact
Oversight assumes proposal adopts the Audiology and Speech-Language Pathology Interstate 
Compact.  The compact creates a joint public agency known as the Audiology and Speech-
Language Pathology Compact Commission. The Department of Commerce and Insurance (DCI) 
has powers and duties as listed in the compact and shall enforce the provisions and rules of the 
compact. DCI shall provide for the development, maintenance, and utilization of a coordinated 
database and reporting system containing licensure, adverse action, and investigative information 
on all licensed individuals in member states.
Officials from the Department of Commerce and Insurance (DCI) state that it is uncertain if 
the compact (Sections 345.015 – 345.085) would be enacted in FY23, FY24 or FY25. Once the 
compact is enacted the Division would a fiscal impact of $3,000 to $6,000 estimated annual fees 
to participate in the compact.
Oversight assumes DCI is provided with core funding to handle a certain amount of activity 
each year. Oversight assumes DCI could absorb the stated anticipated costs related to this 
proposal. If multiple bills pass which require additional staffing and duties at substantial costs, 
DCI could request funding through the appropriation process. 
Oversight notes that the above mentioned agencies have stated the proposal would not have a 
direct fiscal impact on their organization.  Oversight does not have any information to the 
contrary.  Therefore, Oversight will reflect a zero impact on the fiscal note.
Senate Amendment 1
Oversight notes Senate Amendment 1 removes Section 334.036 from the bill and will have no 
fiscal impact on state or local government. 
Senate Amendment 3 (as amended) – Section 340.201
Officials from the Department of Commerce and Insurance assume the proposal will have no 
fiscal impact on their organization. Oversight does not have any information to the contrary.

In response to a similar proposal from this year (SB 1058), officials from the Department of 
Health and Senior Services and the Missouri Department of Conservation each assumed the

City and the  each assumed the proposal will have no fiscal impact on their 
respective organizations. Oversight does not have any information to the contrary. Therefore, 
Oversight will reflect a zero impact in the fiscal note for these agencies.  
In response to similar legislation from this year, HB 1586, officials from the City of O’Fallon 
assumed the proposal will have no fiscal impact on their organization. Oversight does not have 
any information to the contrary. Therefore, Oversight will reflect a zero impact in the fiscal note.  
Senate Amendment 5 – Sections 334.100 & 338.055 
Officials from the Department of Commerce and Insurance assumed the proposal will have 
no fiscal impact on their respective organization. Oversight does not have any information to the

Rule Promulgation
Officials from the Joint Committee on Administrative Rules assume this proposal is not 
anticipated to cause a fiscal impact beyond its current appropriation. 
In response to a previous version, officials from the Office of the Secretary of State (SOS) 
noted many bills considered by the General Assembly include provisions allowing or requiring 
agencies to submit rules and regulations to implement the act. The SOS is provided with core 
funding to handle a certain amount of normal activity resulting from each year's legislative 
session. The fiscal impact for this fiscal note to the SOS for Administrative Rules is less than 
$5,000. The SOS recognizes that this is a small amount and does not expect that additional 
funding would be required to meet these costs. However, the SOS also recognizes that many  L.R. No. 4028S.04A

such bills may be passed by the General Assembly in a given year and that collectively the costs 
may be in excess of what the office can sustain with its core budget. Therefore, the SOS reserves 
the right to request funding for the cost of supporting administrative rules requirements should 
the need arise based on a review of the finally approved bills signed by the governor.
