2enactedinlieuthereof,tobeknownassections167.903,167.907,167.908,and513.430,to
3readasfollows:
167.903.1.Thedepartmentofelementaryandsecondaryeducationshall
2establishaprocessbywhicheachstudentpriorto[hisorher]thestudent'sninthgradeyear
3atapublicschool,includingacharterschool,[may] shalldevelopwithhelpfromthe
4student'sparentorguardianandtheschool'sguidancecounselors[apersonal] an
5individualcareerandacademicplan[ofstudy], whichshallbereviewed[regularly,as
6needed] annuallybyschoolpersonnelandthestudent'sparentorguardianandupdatedbased
7upontheneedsofthestudent.Eachplanshallpresentasequenceofcoursesandexperiences
8thatconcludewiththestudentreaching[hisorher]thestudent'spostsecondarygoals,with
9implementationoftheplanofstudytransferringtotheprogramofpostsecondaryeducationor
10traininguponthestudent'shighschoolgraduation.Theplanshallinclude,butnotbelimited
11to:
12 (1)Requirementsforgraduationfromtheschooldistrictorcharterschool;
13 (2)Careerorpostsecondarygoals;
14 (3)Courseworkorprogramofstudyrelatedtocareerandpostsecondarygoals,which
15shallinclude,ifrelevant,opportunitiesthatthedistrictorschoolmaynotdirectlyoffer;
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 16 (4)Grade-appropriateandcareer-relatedexperiences,asoutlinedinthegrade-level
17expectationsoftheMissouricomprehensiveguidanceprogram;and
18 (5)Studentassessments,interestinventories,oracademicresultsneededtodevelop,
19review,andrevisethepersonalplanofstudy,whichshallinclude,ifrelevant,assessments,
20inventories,oracademicresultsthattheschooldistrictorcharterschoolmaynotoffer.
21 2.Eachschooldistrictshalladoptapolicytopermitthewaiveroftherequirementsof
22thissectionforanystudentwithadisabilityifrecommendedbythestudent'sIEPcommittee.
23Forpurposesofthissubsection,"IEP"meansindividualizededucationprogram.
24 3.Priortothecompletionofthesecondsemesterofthestudent'stwelfth-grade
25year,eachstudentshallinclude,aspartofthestudent'sindividualcareerandacademic
26plan,adeclarationofthestudent'spostsecondaryplansincluding,butnotlimitedto,the
27following:
28 (1)Confirmationofemploymentupongraduation;
29 (2)Acceptancetoaninstitutionofhighereducation,whetheratwo-year
30institutionorafour-yearinstitution;
31 (3)Acceptancetoparticipateinavocational,technical,orothertraining
32programdesignedtopreparethestudentforemployment;or
33 (4)CommitmenttoenlistintheArmedForcesoftheUnitedStates.
167.907.1.Nostudentshallreceiveacertificateofgraduationfromanypublic
2schoolorcharterschoolunlessthestudenthascompletedandsubmittedtheFree
3ApplicationforFederalStudentAid,asmaintainedbytheUnitedStatesDepartmentof
4Education.
5 2.Astudentshallbeexemptfromtherequirementtocompleteorsubmitthe
6FreeApplicationforFederalStudentAidundersubsection1ofthissectionifsuch
7studentsubmitstothestudent'sschool:
8 (1)WrittenconfirmationofacommitmenttoenlistintheArmedForcesofthe
9UnitedStates;or
10 (2)Awrittendocumentorform,signedbythestudent'sparentorguardian,
11attestingthatthestudentunderstandswhattheapplicationisandhaschosennottofile
12suchapplication.
13 3.AfterastudentmakesreasonableeffortstocompletetheFreeApplicationfor
14FederalStudentAidundersubsection1ofthissection,thesuperintendentor
15superintendent'sdesigneeshallexemptsuchstudentfromtherequirementto
16completeorsubmittheapplicationifsuchstudentisunabletocompletethe
17applicationbecauseofextenuatingcircumstances.
18 4.ThissectionshallapplybeginningJuly1,2023.

2shall,byrule,establishaprocedureforprovidingthemeansandcapabilityforhigh
3schoolstudentsenrolledincareerandtechnicaleducationprogramsdescribedinsection
4170.029tocompleteanapplicationforaidthroughtheEmploymentandTraining
5AdministrationoftheUnitedStatesDepartmentofLaborunderthefederalWorkforce
6InnovationandOpportunityAct.Thedepartmentshallworkwithschooldistrictsthat
7delivercareerandtechnicaleducationprogramstoeducatestudentsonthevalueofthe
8aidthatisavailabletostudentsthroughthefederalWorkforceInnovationand
9OpportunityAct.
10 2.Toaccomplishthepurposesofsubsection1ofthissection,thedepartment
11shallensurethatthefollowingpercentagesofalldepartmentofelementaryand
12secondaryeducationareacareercentersthatdelivercareerandtechnicaleducation
13programshavethemeansandcapabilityforstudentsatsuchschoolstocompletean
14applicationforaidthroughtheEmploymentandTrainingAdministrationoftheUnited
15StatesDepartmentofLaborunderthefederalWorkforceInnovationandOpportunity
16Act:
17 (1)Forthe2022-23schoolyear,fiftypercent;
18 (2)Forthe2023-24schoolyear,seventypercent;
19 (3)Forthe2024-25schoolyear,ninetypercent;and
20 (4)Forthe2025-26schoolyearandeveryschoolyearthereafter,onehundred
21percent.
513.430.1.Thefollowingpropertyshallbeexemptfromattachmentandexecution
2totheextentofanyperson'sinteresttherein:
3 (1)Householdfurnishings,householdgoods,wearingapparel,appliances,books,
4animals,cropsormusicalinstrumentsthatareheldprimarilyforpersonal,familyor
5householduseofsuchpersonoradependentofsuchperson,nottoexceedthreethousand
6dollarsinvalueintheaggregate;
7 (2)Aweddingringnottoexceedonethousandfivehundreddollarsinvalueandother
8jewelryheldprimarilyforthepersonal,familyorhouseholduseofsuchpersonora
9dependentofsuchperson,nottoexceedfivehundreddollarsinvalueintheaggregate;
10 (3)Anyotherpropertyofanykind,nottoexceedinvaluesixhundreddollarsinthe
11aggregate;
12 (4)Anyimplementsorprofessionalbooksortoolsofthetradeofsuchpersonorthe
13tradeofadependentofsuchpersonnottoexceedthreethousanddollarsinvalueinthe
14aggregate;
15 (5)Anymotorvehicles,nottoexceedthreethousanddollarsinvalueinthe
16aggregate;
