2289.
Currently,inordertoqualifyasanewspaperlegallyacceptableto
runpublicnoticesandadvertisements, anewspapermusthavebeen
publishedregularlyforaperiodofthreeyears;ormustbethe
successornewspapertoadefunctnewspaperandbeginpublicationno
laterthan30daysaftertheterminationofthepriornewspaper.
Thisbillreducesthetimeperiodofregularpublicationfromthree
yearstooneyear,andincreasesthetimeperiodfrom30daysto90
dayswithinwhichasuccessornewspapermustbeginpublication.
Thebillalsoallowsanewspaperthathasbeenpurchasedornewly
establishedbyanothernewspaperthatsatisfiestheseconditionsto
qualify.
Thisbillalsomodifiestherequirementsofnoticeforsalebyan
operatorofaself-servicestoragefacilityforthesaleof
personalpropertyofanoccupantindefault. Inadditionto
advertisingintheclassifiedsectionofanewspaperpriortosale,
theoperatormayalsoandinsteadadvertiseinanyother
commerciallyreasonablemanner.Theadvertisementiscommercially
reasonableifatleastthreeindependentbiddersattendthesale.

PROPONENTS: Supporterssaythatthisbillwillprovidereliefand
stabilitytolocalnewspapers. Currentrequirementsunderthelaw
areoutdatedandleadtounduelegalroadblocks. Thepublishing
timeframechangeproposedbythisbillallowsnewspapersto
maintaintheirlegalstatus.Newspapersareoftentheonlysource
ofreliablenewsforsmallandruralcommunities. Thisbillwill
ensuresmallernewspapersareabletostayinprintandprovidefor
thesecommunities. Newspapershavehadproblemswithmaintaining
circulationwithchangesinownership,theincreasedtimeperiod
underthisbillwillhelpnewspapersmaintainviabilityandkeep
