HCSHB2289--NEWSPAPERS(Andrews) COMMITTEEOFORIGIN:StandingCommitteeonGeneralLaws Thisbillallowsinvitationforbidsforcontractsforprojects costinginexcessof$25,000enteredintobyanycitycontaining 500,000inhabitantsormorebypostingonthewebsiteofthecity orthroughanelectronicprocurementsystem.Further,invitation forbidsforcontractscostinginexcessof$100,000enteredinto byanofficeroragencyofthestatemaybepostedonthewebsite oftheofficeroragencyorthroughanelectronicprocurement system. Currently,inordertoqualifyasanewspaperlegallyacceptableto runpublicnoticesandadvertisements, anewspapermusthavebeen publishedregularlyforaperiodofthreeyears;ormustbethe successornewspapertoadefunctnewspaperandbeginpublicationno laterthan30daysaftertheterminationofthepriornewspaper. Thisbillreducesthetimeperiodofregularpublicationfromthree yearstooneyear,andincreasesthetimeperiodfrom30daysto90 dayswithinwhichasuccessornewspapermustbeginpublication. Thebillalsoallowsanewspaperthathasbeenpurchasedornewly establishedbyanothernewspaperthatsatisfiestheseconditionsto qualify. Thisbillalsomodifiestherequirementsofnoticeforsalebyan operatorofaself-servicestoragefacilityforthesaleof personalpropertyofanoccupantindefault. Inadditionto advertisingintheclassifiedsectionofanewspaperpriortosale, theoperatormayalsoandinsteadadvertiseinanyother commerciallyreasonablemanner.Theadvertisementiscommercially reasonableifatleastthreeindependentbiddersattendthesale.
