FISCAL ANALYSIS
ASSUMPTION
§44.028 – Flood control
Officials from the Department of Public Safety - State Emergency Management Agency 
(SEMA) assume the proposal will have no fiscal impact on their organization. Per a conversation 
with the USACE, there is no emergency dredge on the Missouri River. There is only one 
emergency dredge on the Mississippi River that is an asset of the USACE and it is not for lease. 
There is no avenue to enter into a contract to lease dredging equipment from the USACE for 
flood prevention.
Officials from the Department of Natural Resources, the Missouri Department of 
Conservation, the Missouri Department of Transportation, and the Office of Administration 
each assume the proposal will have no fiscal impact on their respective organizations. 
Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero 
impact in the fiscal note.
