34-9andruralelectriccooperatives. Tomeetsuchsituations,itistheintentionofthegeneral
35-10assemblytoconferemergencypowersonthegovernor,actingthroughthedirector,and
36-11vestingthegovernorwithadequatepowerandauthoritywithinthelimitationofavailable
37-12fundsintheMissouridisasterfundtomeetanysuchemergencyordisaster.
38-13 2.Thereisherebyestablishedafundtobeknownasthe"MissouriDisasterFund",to
39-14whichthegeneralassemblymayappropriatefundsandfromwhichfundsmaybe
40-15appropriatedannuallytothestateemergencymanagementagency.Thefundsappropriated
41-16shallbeexpendedduringastateemergencyatthedirectionofthegovernoranduponthe
42-17issuanceofanemergencydeclarationwhichshallsetforththeemergencyandshallstatethat
43-18itrequirestheexpenditureofpublicfundstofurnishimmediateaidandrelief.Thedirectorof
44-19thestateemergencymanagementagencyshalladministerthefund.
45-20 3.Expendituresmaybemadeupondirectionofthegovernorforemergency
46-21management,asdefinedinsection44.010,ortoimplementthestatedisasterplans.
47-22Expendituresmayalsobemadetomeetthematchingrequirementsofstateandfederal
48-23agenciesforanyapplicableassistanceprograms.
49-24 4.AssistancemaybeprovidedfromtheMissouridisasterfundtopolitical

56-31financialburdenincurred.Theagencymaycalluponotheragenciesofthestateinevaluating
57-32suchapplications.Thedirectorofthestateemergencymanagementagencyshallrevieweach
58-33applicationforaidundertheprovisionsofthissectionandrecommenditsapprovalor
59-34disapproval,inwholeorinpart,tothegovernor.Ifapproved,thegovernorshalldetermine
60-35andcertifytothedirectorofthestateemergencymanagementagencytheamountofaidtobe
61-36furnished.Thedirectorofthestateemergencymanagementagencyshallthereuponissue

119-94 9.SuchfundsasmaybemadeavailablebythegovernmentoftheUnitedStatesfor
120-95thepurposeofalleviatingdistressfromdisastersmaybeacceptedbythestatetreasurerand
121-96shallbecreditedtotheMissouridisasterfund,unlessotherwisespecificallyprovidedinthe
122-97actofCongressmakingsuchfundsavailable.
123-98 10.Theforegoingprovisionsofthissectionnotwithstanding,anyexpenditureor
