ThisbillspecifiesthattheStateEmergencyManagementAgency
(SEMA)mayenterintocontractswiththeU.S.ArmyCorpsof
EngineerstoleaseanydredgingequipmentownedbytheCorpsthat
isnotbeingcurrentlyusedinordertodredgesiltfromports,
riversandstreamsforfloodpreventionpurposes.
Thebillalsoaddsruralelectriccooperativestotheagenciesand
organizationsthattheGovernormayexpendfundsfromtheMissouri
DisasterFundforintheeventofanemergencyordisaster.

PROPONENTS: Supporterssaythatin2019manycountiesinthestate
experiencedcatastrophicfloodingthatcouldhavebeenhelpedby
routinedredging. DredgingusedtobeafunctionoftheCorpsof
EngineersbutthemissionoftheCorpshasexpandedanditisnot
keepingupwiththedredging. ThisbillwouldallowSEMAto
contractwiththeCorpstouseitsequipmenttohelpdredgerivers
inthestatetoreduceflooding.
