ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
2381.
Currently,anemergencymedicaldispatcherisrequiredtocomplete
anemergencymedicaldispatchercoursemeetingorexceedingthe
nationalcurriculumoftheUnitedStatesDepartmentof
Transportation. Thisbillremovesthatrequirementandinstead
requirestheemergencymedicaldispatchertocompleteacourse
approvedbytheMissouri911ServiceBoardandcompleteanyongoing
trainingrequiredundertherequirementsofthe911Trainingand
StandardsAct.Thebillalsoadds"telecommunicator first
responders"tothedefinitionoffirstresponders,andauthorizes
eachpoliticalsubdivisiontoelecttocovertelecommunicator first
respondersaspublicsafetypersonnelofthesystem.Training
requirementsfortelecommunicators arespecifiedinthebill.
Thisbillalsoallowsfirstresponderstobeexemptfrom
vaccinationsrequiredbytheiremployerifthefirstresponder
objectsonthebasisofreligiousbeliefsormedical
contraindications. Theemployercannotrequirethefirstresponder
tofurnishanyexplanationorsubmitanydocumentationsupporting
theobjection.
