ThisbillspecifiesthattheGasconadeCountyR-II,MariesCounty
R-II,andtheWestSt.FrancisCountyR-IVschooldistrictswhich
crossescountylinesshallusethedollarvaluemodifierforthe
formulacalculationsforschoolfundingfromthecountywiththe
highestvalue(Section163.016,RSMo).
Thisbillexpandsonthecriteriaforcareerladderadmissionand
stageachievement. Additionalresponsibilities andvolunteer
effortsoutsideofcompensatedhoursmayincludeuncompensated
coaching,supervising,andorganizingextracurricular activities,
servingasamentorortutortostudents,additionalteacher
trainingorcertification,orassistingstudentswithcollegeor
careerpreparation. Thebillincreasesthestatepercentageof
fundingforsalarysupplementsforcareerladderfrom40%to60%
andlowersthenumberofyearsbeforeateacheriseligiblefrom
fivetotwoyears(Sections168.500,168.515,and513.430).
ThisbillprovidesbankruptcyprotectionfortheMissouriEducation
SavingsProgramandtheMissouriHigherEducationDepositProgram
alsoknowncommonlyas529educationsavingsaccounts.Thebill
limitstheprotectiontoproceedingsfiledoronappealafter
January1,2022andonlyfordesignatedbeneficiariesthatare
linealdescendantsoftheaccountowner.Contributionswithinaone
yearperiodbeforeajudgmentwillnotqualifyfortheexemption
(Section513.430).
