FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Public Safety - Missouri Highway Patrol, the Kansas City 
Police Department, the St. Joseph Police DepartmentPhelps County Sheriff’s 
Department each assume the proposal will have no fiscal impact on their respective 
organizations. Oversight does not have any information to the contrary. Therefore, Oversight 
will reflect a zero impact in the fiscal note.  
Officials from the St. Louis County Police Department state the proposed legislation would 
require local law enforcement agencies to add current photos of missing persons to all reports 
within ten days from the date the report was initially filed. Ultimately, this legislation would 
have a fiscal impact on the Department.  
There would be a need for policy revision to the Department’s current procedures regarding the 
entry of all missing persons both juvenile and adult. Policy revision would require 8 hours of 
policy research and 4 hours of policy authoring. The average hourly wage of the policy 
development position is $46.69. The total cost of policy development is $560.28 (12 hours x 
$46.69). 
Police Report Clerks would be expected to upload the photo with the missing person report and 
entry; therefore, additional training would need to occur. The average salary of Police Report 
Clerk including fringe benefits is $28.70 per hour with 16 clerks that would need at least 30 
minutes of training or review. This cost would amount to $229.60 for training (16 clerks x 
$28.70 x 0.5 hours).
Additionally, the requirement to add a current photo of a missing person would create an 
additional five minutes of work for the report clerk. This cost may be difficult to estimate since 
missing person cases within the Department often fluctuate from year to year. However, in 2021 
the Department took 177 missing person reports for adults. If the Department uses 177 and 
figures each one takes a report clerk an additional 5 minutes to upload a photo, this equates to 
approximately 885 minutes (177 x 5) or around 14.75 hours of additional work. At $28.70 per 
hour, this amounts to $423.33. Therefore, the total estimated cost for this legislation is at least 
$1,213.21 ($560.28 + $229.60 + $423.33).
Oversight notes this proposal changes the requirement of a law enforcement agency receiving 
the complaint of a missing person to attempt to locate current photos of the missing person and 
to scan the photos and enter them into MULES, NCIC, and NamUS from within 10 days of 
receiving the complaint to as soon as practical. 
Oversight assumes the St. Louis County Police Department could absorb the costs related to this

Oversight notes the National Missing and Unidentified Persons System (NamUs) 
https://namus.nij.ojp.gov/ is a national information clearinghouse and resource center for 
missing, unidentified, and unclaimed person cases across the United States. It is funded and 
administered by the National Institute of Justice. All resources are provided at no cost to law 
enforcement, medical examiners, allied forensic professionals, and family members of missing 
persons.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other police and sheriff’s departments were requested to respond to this proposed 
legislation but did not. A listing of political subdivisions included in the Missouri Legislative 
Information System (MOLIS) database is available upon request.
