47directlyorindirectly,incontractsforsupplies,services,andconstructioncontracts,consistent
48withgoalsdeterminedafteranappropriatestudyconductedtodeterminetheavailabilityof
49sociallyandeconomicallydisadvantagedsmallbusinessconcernsandminoritybusiness
50enterprisesinthemarketplace.Thecommissionerofadministrationshallappointan
51oversightreviewcommitteetooverseeandreviewtheresultsofsuchstudy.Thecommittee
52shallbecomposedofninemembers,fourofwhomshallbemembersofbusiness,threeof
53whomshallbefromstaffofselecteddepartments,oneofwhomshallbeamemberofthe
54houseofrepresentatives,andoneofwhomshallbeamemberofthesenate.
55 3.Thegoalstobepursuedbyeachdepartmentundertheprovisionsofthissection
56shallbeconstruedtooverlapwiththoseimposedbyfederallaworregulation,ifany,shallrun
57concurrentlytherewithandshallbeinadditiontotheamountrequiredbyfederallawonlyto

60 4.Thecommissionerofadministrationmaydesignateanonprofitorganizationasa

63collectivemajorityoftheorganization'sboardofdirectorsandexecutivemanagementin
64chargeofdailybusinessoperationsareminoritiesorwomen.
57.278.1.Thereisherebycreatedinthestatetreasurythe"DeputySheriffSalary
2SupplementationFund",whichshallconsistofmoneycollectedfromchargesforservice
3receivedbycountysheriffsundersubsection4ofsection57.280andfromdisbursementsof
4thecannabisfreedomfundundersubsection3ofsection196.3021. Themoneyinthe
5fundshallbeusedsolelytosupplementthesalaries,andemployeebenefitsresultingfrom
6suchsalaryincreases,ofcountydeputysheriffs.Thestatetreasurershallbecustodianofthe

10 2.Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
11remaininginthefundattheendofthebienniumshallnotreverttothecreditofthegeneral
12revenuefund.Thestatetreasurershallinvestmoneysinthefundinthesamemannerasother
13fundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbecreditedto
14thefund.
143.121.1.TheMissouriadjustedgrossincomeofaresidentindividualshallbethe
2taxpayer'sfederaladjustedgrossincomesubjecttothemodificationsinthissection.
3 2.Thereshallbeaddedtothetaxpayer'sfederaladjustedgrossincome:

5resultedinaMissouriincometaxbenefit.Theamountaddedpursuanttothissubdivision
6shallnotincludeanyamountofafederalincometaxrefundattributabletoataxcredit
7reducingataxpayer'sfederaltaxliabilitypursuanttoPublicLaw116-136or116-260,enacted
8bythe116thUnitedStatesCongress,forthetaxyearbeginningonorafterJanuary1,2020,

7recommendationauthorizingtheuseofmarijuana,providednocompensationofany
8kindisgivenorreceived;however,nothinginthissectionshallbeconstruedtopermit
9thetransferorgiftingofmarijuanatoapersonundertwenty-oneyearsofage,ifsuch
10personhasaphysician'srecommendationauthorizingtheuseofmarijuana,byanyone
11otherthansuchperson'slegalguardian,underandinaccordancewiththeprovisions

12requirementsforequipmentandqualificationsforpersonnel,butshallnotrequire
13certificateholderstohaveanyfederalagencylicensingorhaveanyrelationshipwitha
14federallylicensedtestingfacility.Thedepartmentshallcertify,ifpossible,atleasttwo
15entitiesasmarijuanatestingfacilities.Nomarijuanatestingfacilityshallbeownedby
16anentityundersubstantiallycommoncontrol,ownership,ormanagementasa
17marijuanabusiness.
196.3027.1.Thereisherebyestablishedthe"CannabisEnforcementAuthority"
2underthedepartment.Theauthorityshallhaveoversightandauditingresponsibilities
3toensurethatallmarijuanabeinggrowninMissouriforpersonaluseisaccountedfor
4andshallimplementaninventorytrackingsystemasprovidedundersubsection2ofthis
5section.Theauthorityshallrequirethateachmarijuanabusinesskeeprecordsfor
6everytransactionwithanothermarijuanabusinessorconsumer.Inventoryshallbe
7trackedandupdatedaftereachindividualsaleandreportedtotheauthority.
8 2.Theauthorityshallrequireaseed-to-saletrackingsystemthattracks
9marijuanafromeitherseedorimmatureplantstageuntilthemarijuanaormarijuana
10productissoldtoaconsumeratamarijuanabusinesstoensurethatnomarijuana
11grownorprocessedissoldorotherwisetransferredexceptbyamarijuanabusiness.
12Theauthorityshallcontractwithavendororvendorstomaintainastandardized
13trackingsysteminthestate.Thetrackingsystemshallinclude,ataminimum,the
14following:
15 (1)Notificationofwhenmarijuanaseedsareplanted;
16 (2)Notificationofwhenmarijuanaplantsareharvestedanddestroyed;

22returnedtoalicensee,andallsamplesutilizedbyalicenseeforpurposesofnegotiatinga

24 (6)Allsamplesusedforqualitytestingbyalicensee.

113misstatements,omissions,misrepresentations,oruntruthsintheapplicationorin
114connectionwiththebackgroundinvestigationoftheapplicant.Suchconductmaybe

24licenseaftertheexpirationdateofthelicenseshallpayalaterenewalfeeoftenpercent
25ofthelicensefee.Laterenewalfeesarenonrefundable.Alicensethathasbeenexpired
26formorethanninetydaysshallnotberenewed.
27 7.Amarijuanabusinesslicenseshallnotbeissuedtoorheldby:

24 7.Amarijuanatransporterlicenseemaycontractwithmultiplelicensed

30 9.Withtheexceptionofalawfultransferbetweenmarijuanabusinessesthatare

59violation.Thedepartmentmayrevokeorsuspendthemarijuanatransporterlicenseof
60amarijuanatransporterthatthedepartmentdeterminesknowinglyaidedorfacilitated
61aviolationofanyprovisionofthissection,andthelicenseholdershallbesubjecttoany
62otherpenaltiesestablishedinlawfortheviolation.
63 15.Vehiclesusedinthetransportofmarijuanaormarijuanaproductsshall:
64 (1)BeinsuredatorabovethelegalrequirementsinMissouri;and
65 (2)Becapableofsecuringmarijuanaduringtransport.
66 16.Priortothetransportofanymarijuana,marijuanaconcentrate,or
67marijuanaproduct,aninventorymanifestshallbepreparedattheoriginationpointof
