HCSHJR91--INITIATIVEPETITIONS(Eggleston) COMMITTEEOFORIGIN:StandingCommitteeonElectionsandElected Officials Uponvoterapproval,thisproposedConstitutional amendmentwould requirethesponsor(s)ofinitiativepetitionsproposing Constitutional amendmentsorlawstocollectsignaturesinevery Congressionaldistrict. Legalvoterswillbedefinedasregistered tovoteinMissouri,residentsofMissouri,andcitizensofthe UnitedStates. AmendmentsproposedbytheGeneralAssemblyorthe initiativepetitionprocesswilltakeeffect30daysafterthe electionatwhichtheyareapproved. Initiativepetitionsproposingconstitutional amendmentswillbe subjecttopublichearingandaprocesssimilartobillpassageby theGeneralAssembly. IftheGeneralAssemblyapprovesapetition withoutchange,thenthesponsor(s)maysubmitittotheSecretary ofStatetobeplacedontheballotatthenextgeneralelection. IftheGeneralAssemblyamends,ordoesnotpassapetition,then thesponsor(s)maydecidewhethertoplacetheamendedversionor theoriginalunamendedversionontheballotatthenextgeneral election. Thestandardforpassageofallconstitutional amendmentsofanytypewillbeatwo-thirdsmajorityvote. However,repealingexistingConstitutional provisionsinwholeor inpart,thatwereapprovedpriortoDecember10,2022,shall requireonlyamajorityvoteforpassage. TimelimitsfortheGeneralAssemblyreviewofinitiative amendmentsarespecifiedandsponsorswillbeabletosubmit petitionsduringeithersessionoftheGeneralAssemblypriorto thegeneralelectionoccurringeverytwoyearsinNovember.
