| 15 | 15 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

| 16 | 16 | | Section A. Section 84.730, RSMo, is repealed and one new 1 |

| 17 | 17 | | section enacted in lieu thereof, to be kn own as section 84.730, 2 |
|---|
| 18 | 18 | | to read as follows:3 |

| 19 | 19 | | 84.730. It shall be the duty of the board, on the 1 |
|---|
| 20 | 20 | | fifteenth day of January of each year, to prepare, in 2 |
|---|
| 21 | 21 | | writing, a budget estimating the sum of money which will be 3 |
|---|
| 22 | 22 | | necessary for the next fiscal year, to enable the board to 4 |
|---|
| 23 | 23 | | discharge the duties hereby imposed upon it, and to meet the 5 |
|---|
| 24 | 24 | | expenses of the police department, which it shall forthwith 6 |
|---|
| 25 | 25 | | certify to the governing body of such cities, and the budget 7 |
|---|
| 26 | 26 | | shall itemize purposes of expenditure by organizat ion units, 8 |
|---|
| 27 | 27 | | activities, functions, and character classes in not less 9 |
|---|
| 28 | 28 | | detail than "personal services", "contractual services", 10 |
|---|
| 29 | 29 | | "commodities", and "capital outlays", and shall in any event 11 |
|---|
| 30 | 30 | | be prepared in form and detail similar to the form and 12 |
|---|
| 31 | 31 | | detail in which budgets for the various departments of such 13 |
|---|
| 32 | 32 | | city government are prepared. The governing body of the 14 |
|---|
| 35 | 35 | | first having deducted the amount necessary to pay the 17 |
|---|
| 36 | 36 | | interest on the indebtedness of the cities, the amount 18 |
|---|
| 37 | 37 | | necessary for lighting the city, and any sum required by law 19 |
|---|
| 38 | 38 | | to be placed to the credit of the sinking fund of the 20 |
|---|
| 39 | 39 | | cities, and if the board shall be required to call out extra 21 |
|---|
| 40 | 40 | | police force and the expense thereof shall not have been 22 |
|---|
| 41 | 41 | | contemplated in their estimate for the fiscal year during 23 |
|---|
| 42 | 42 | | which the extra police force is called out, it shall 24 |
|---|
| 43 | 43 | | immediately certify the expense of such additional force, 25 |
|---|
| 44 | 44 | | and the additional amount so required shall be appropriated 26 |
|---|
| 45 | 45 | | for that purpose, except that in no event shall the 27 |
|---|
| 46 | 46 | | governing body of the cities be required to appropriate for 28 |
|---|
| 47 | 47 | | the use of the police board in any fiscal year an amount in 29 |
|---|
| 48 | 48 | | excess of [one-fifth] one-fourth of the general revenue fund 30 |
|---|
| 49 | 49 | | of such year. 31 |

| 50 | + | Section B. Because immediate action is necessary to 1 |

| 51 | + | ensure police protection of the community, the repeal and 2 |
|---|
| 52 | + | reenactment of section 84.730 of this act is deemed 3 |

| 53 | + | necessary for the immediate prese rvation of the public 4 |
|---|
| 54 | + | health, welfare, peace, and safety, and is hereby declared 5 |
|---|
| 55 | + | to be an emergency act within the meaning of the 6 |
|---|
| 56 | + | constitution, and the repeal and reenactment of section 7 |
|---|
| 57 | + | 84.730 of this act shall be in full force and effect upon 8 |
|---|
| 58 | + | its passage and approval. 9 |
