1212 To repeal section 84.730, RSMo, and to enact in lieu thereof one new section relating to the Kansas

1515 Be it enacted by the General Assembly of the State of Missouri, as follows:
1616 Section A. Section 84.730, RSMo, is repealed and one new 1
1717 section enacted in lieu thereof, to be kn own as section 84.730, 2
1818 to read as follows:3
1919 84.730. It shall be the duty of the board, on the 1
2020 fifteenth day of January of each year, to prepare, in 2
2121 writing, a budget estimating the sum of money which will be 3
2222 necessary for the next fiscal year, to enable the board to 4
2323 discharge the duties hereby imposed upon it, and to meet the 5
2424 expenses of the police department, which it shall forthwith 6
2525 certify to the governing body of such cities, and the budget 7
2626 shall itemize purposes of expenditure by organizat ion units, 8
2727 activities, functions, and character classes in not less 9
2828 detail than "personal services", "contractual services", 10
2929 "commodities", and "capital outlays", and shall in any event 11
3030 be prepared in form and detail similar to the form and 12
3131 detail in which budgets for the various departments of such 13
3232 city government are prepared. The governing body of the 14
33-cities is hereby required to appropriate the total amount so 15
34-certified, payable out of the revenue of the cities after 16 SS SB 678 2

3838 to be placed to the credit of the sinking fund of the 20
3939 cities, and if the board shall be required to call out extra 21
4040 police force and the expense thereof shall not have been 22
4141 contemplated in their estimate for the fiscal year during 23
4242 which the extra police force is called out, it shall 24
4343 immediately certify the expense of such additional force, 25
4444 and the additional amount so required shall be appropriated 26
4545 for that purpose, except that in no event shall the 27
4646 governing body of the cities be required to appropriate for 28
4747 the use of the police board in any fiscal year an amount in 29
4848 excess of [one-fifth] one-fourth of the general revenue fund 30
4949 of such year. 31
50+ Section B. Because immediate action is necessary to 1
51+ensure police protection of the community, the repeal and 2
52+reenactment of section 84.730 of this act is deemed 3
53+necessary for the immediate prese rvation of the public 4
54+health, welfare, peace, and safety, and is hereby declared 5
55+to be an emergency act within the meaning of the 6
56+constitution, and the repeal and reenactment of section 7
57+84.730 of this act shall be in full force and effect upon 8
58+its passage and approval. 9
