99 JOINT RESOLUTION
1010 Submitting to the qualified voters of Missouri, an amendment repealing section 21 of article X of
1111 the Constitution of Missouri, and adopting one new section in lieu thereof relating to
1212 the funding of law enforcement agencies.

1414 Be it resolved by the Senate, the House of Representatives concurring therein:
1515 That at the next general election to be held in the 1
1616 state of Missouri, on Tuesday next following the first Monday 2
1717 in November, 2022, or at a special election to be called by 3
1818 the governor for that purpose, there is hereby submitted to 4
1919 the qualified voters of this state, for adoption or 5
2020 rejection, the following amendment to article X of the 6
2121 Constitution of the state of M issouri:7
2222 Section A. Section 21, article X, Constitution of 1
2323 Missouri, is repealed and one new section adopted in lieu 2
2424 thereof, to be known as section 21, to read as follows:3
2525 Section 21. 1. The state is hereby prohibited from 1
2626 reducing the state financed proportion of the costs of any 2
2727 existing activity or service required of counties and other 3
2828 political subdivisions. A new activity or service or an 4
2929 increase in the level of any activity or service beyond that 5
3030 required by existing la w shall not be required by the 6
3131 general assembly or any state agency of counties or other 7
3232 political subdivisions, unless a state appropriation is made 8 SS#2 SJR 38 2
3333 and disbursed to pay the county or other political 9
3434 subdivision for any increased costs. 10
3535 2. Notwithstanding the foregoing prohibitions, before 11
3636 December 31, 2026, the general assembly may by law increase 12
3737 minimum funding for a police force established by a state 13
3838 board of police commissioners to ensure such police force 14
3939 has additional resources to se rve its communities. 15
4040 Section B. Pursuant to chapter 116, and other 1
4141 applicable constitutional provisions and laws of this state 2
4242 allowing the general assembly to adopt ballot language for 3
4343 the submission of this joint resolution to the voters of 4
4444 this state, the official summary statement of this 5
4545 resolution shall be as follows: 6
4646 "Shall the Missouri Constitution be amended to 7
4747 authorize laws, passed before December 31, 2026, 8
4848 that increase minimum funding for a police force 9
4949 established by a state board of police 10
5050 commissioners to ensure such police force has 11
5151 additional resources to serve its communities?" 12
