14 | 14 | | Be it resolved by the Senate, the House of Representatives concurring therein: |

15 | 15 | | That at the next general election to be held in the 1 |

16 | 16 | | state of Missouri, on Tuesday next following the first Monday 2 |

17 | 17 | | in November, 2022, or at a special election to be called by 3 |
---|
18 | 18 | | the governor for that purpose, there is hereby submitted to 4 |
---|
19 | 19 | | the qualified voters of this state, for adoption or 5 |
---|
20 | 20 | | rejection, the following amendment to article X of the 6 |
---|
21 | 21 | | Constitution of the state of M issouri:7 |

22 | 22 | | Section A. Section 21, article X, Constitution of 1 |
---|
23 | 23 | | Missouri, is repealed and one new section adopted in lieu 2 |
---|
24 | 24 | | thereof, to be known as section 21, to read as follows:3 |
---|
25 | 25 | | Section 21. 1. The state is hereby prohibited from 1 |
---|
26 | 26 | | reducing the state financed proportion of the costs of any 2 |
---|
27 | 27 | | existing activity or service required of counties and other 3 |
---|
28 | 28 | | political subdivisions. A new activity or service or an 4 |
---|
29 | 29 | | increase in the level of any activity or service beyond that 5 |
---|
30 | 30 | | required by existing la w shall not be required by the 6 |
---|
31 | 31 | | general assembly or any state agency of counties or other 7 |
---|
32 | 32 | | political subdivisions, unless a state appropriation is made 8 SS#2 SJR 38 2 |

33 | 33 | | and disbursed to pay the county or other political 9 |
---|
34 | 34 | | subdivision for any increased costs. 10 |
---|
35 | 35 | | 2. Notwithstanding the foregoing prohibitions, before 11 |

36 | 36 | | December 31, 2026, the general assembly may by law increase 12 |
---|
37 | 37 | | minimum funding for a police force established by a state 13 |
---|
38 | 38 | | board of police commissioners to ensure such police force 14 |
---|
39 | 39 | | has additional resources to se rve its communities. 15 |
---|
40 | 40 | | Section B. Pursuant to chapter 116, and other 1 |
---|
41 | 41 | | applicable constitutional provisions and laws of this state 2 |
---|
42 | 42 | | allowing the general assembly to adopt ballot language for 3 |
---|
43 | 43 | | the submission of this joint resolution to the voters of 4 |
---|
44 | 44 | | this state, the official summary statement of this 5 |
---|
45 | 45 | | resolution shall be as follows: 6 |

46 | 46 | | "Shall the Missouri Constitution be amended to 7 |
---|
47 | 47 | | authorize laws, passed before December 31, 2026, 8 |
---|
48 | 48 | | that increase minimum funding for a police force 9 |
---|
49 | 49 | | established by a state board of police 10 |
---|
50 | 50 | | commissioners to ensure such police force has 11 |
---|
51 | 51 | | additional resources to serve its communities?" 12 |
