HCSHB471--PUBLICEMPLOYEEINCENTIVES(Black) COMMITTEEOFORIGIN:StandingCommitteeonGovernmentEfficiency andDownsizing Inordertoencourageretentionorexceptionalemployment achievement,thisbillprovidesforpersonnelpaymentstobemade accordingtospecific,writtencriteria,predeterminedandapproved bythedepartmentdirectorinwriting,atleastoneyearpriorto theexceptionalemploymentachievement. Thepaymentsauthorizedby thebillshallnotexceed20%oftheemployee'sbasewagesor salaryandareawardeduponthecompletionoftheretentionperiod inquestionandnotmorefrequentlythanannually. Thepayments indicatedinthebillarenotconsideredabonusinviolationof ArticleIII,Section39oftheMissouriConstitution. These provisionsshallnotapplytoanypublicemployeewhosesalaryis setbystatute. Thisbillallowsschooldistrictstoadoptwrittenpolicies describingcriteria,tobeapprovedbytheirschoolboards, allowingexceptionalemploymentachievementpaymentsincontracts betweenschooldistrictsandindividualdistrictemployees. Thisbillalsoallowstheboardofeducationofaschooldistrict toincludedifferentiated placementofteachersonthesalary scheduletoincreasecompensationforteachersinhard-to-staff subjectareasorhard-to-staffschools,asdefinedinthebill. Eachschooldistrictthatincludesdifferentiated placementof teachersonthedistrictsalaryscheduleshallsubmitanannual reporttotheDepartmentofElementaryandSecondaryEducation. Thecontentsofthereportarespecifiedinthebill.
