11 (3)Toacceptapplicationsforandissuelicensestocontestantsinprofessionalboxing,

HCSHB48 3 30Missouristatetreasurytobesetapartintoafundtobeknownasthe"AthleticFund"whichis
31herebyestablished.
32 2.Allfeesestablishedpursuanttosections317.001to317.021shallbedeterminedby
33thedirectorbyruleinsuchamountastoproducesufficientrevenuetofundthenecessary
34expensesandoperatingcostsincurredintheadministrationoftheprovisionsofsections
35317.001to317.021.Allexpensesshallbepaidasotherwiseprovidedbylaw.
317.011.1.Thedivisionshallhavethepower,anditshallbeitsduty,toaccept
2applicationforandissuepermitstoholdprofessionalboxing,professionalbare-knuckle
3fighting,sparring,professionalwrestling,professionalkickboxing,amateurkickboxing,
4professionalfull-contactkarate,professionalmixedmartialarts,oramateurmixedmartialarts
5contestsinthestateofMissouri,andtochargeafeefortheissuanceofsameinanamount
6establishedbyrule;suchfundstobepaidtothedivisionwhichshallpaysuchfundsintothe
7Missouristatetreasurytobesetapartintotheathleticfund.
8 2.Theprovisionsofsection33.080tothecontrarynotwithstanding,moneyinthis
9fundshallnotbetransferredandplacedtothecreditofgeneralrevenueuntiltheamountin
10thefundattheendofthebienniumexceedstwotimestheamountoftheappropriationfrom
11thefundfortheprecedingfiscalyearor,ifthedivisionrequiresbyrulerenewalofthepermits
12lessfrequentlythanyearlythenthreetimestheappropriationfromthefundforthepreceding
13fiscalyear.Theamount,ifany,inthefundwhichshalllapseisthatamountinthefundwhich
14exceedstheappropriatemultipleoftheappropriationsfromthefundfortheprecedingfiscal
15year.
16 3.Thedivisionshallnotgrantanypermittoholdprofessionalboxing,professional
17bare-knucklefighting,sparring,professionalwrestling,professionalkickboxing,amateur
18kickboxing,professionalfull-contactkarate,professionalmixedmartialarts,oramateur
19mixedmartialartscontestsinthestateofMissouriexcept:
20 (1)Wheresuchprofessionalboxing,professionalbare-knucklefighting,sparring,
21professionalwrestling,professionalkickboxing,amateurkickboxing,professionalfull-
22contactkarate,professionalmixedmartialarts,oramateurmixedmartialartscontestistobe
23heldundertheauspicesofapromoterdulylicensedbythedivision;and
24 (2)Whereafeehasbeenpaidforsuchpermit,inanamountestablishedbyrule.
25 4.Insuchcontestsadecisionshallberenderedbythreejudgeslicensedbythe
26division.
27 5.Specificallyexemptedfromtheprovisionsofthischapterarecontestsor
28exhibitionsforamateurboxing, amateurbare-knucklefighting,andamateurwrestling.
29However,allamateurboxing, amateurbare-knucklefighting,andamateurwrestlingmust
30besanctionedbyanationallyrecognizedamateursanctioningbodyapprovedbytheoffice.
HCSHB48 4 317.013.1.Inordertoprotectthehealthandwelfareofthecontestants,thereshallbe
2amandatorymedicalsuspensionofanycontestant,nottoexceedonehundredeightydays,
3wholosesconsciousnessorwhohasbeeninjuredasaresultofblowsreceivedtotheheador
4bodyduringaprofessionalboxing,professionalbare-knucklefighting,professional
5wrestling,professionalkickboxing,amateurkickboxing,professionalfull-contactkarate,
6professionalmixedmartialarts,oramateurmixedmartialartscontest.Thedeterminationof
7consciousnessistobemadeonlybyaphysicianlicensedbytheboardofhealingartsandthe
8division.Medicalsuspensionsissuedinaccordancewiththissectionshallnotbereviewable
9byanytribunal.
10 2.Nolicenseshallbeissuedtoanypersonwhohasbeeninjuredinsuchamannerthat
11theymaynotcontinuetoparticipateinboxing,bare-knucklefighting,wrestling,
12professionalkickboxing,amateurkickboxing,full-contactkarate,professionalmixed
13martialarts,oramateurmixedmartialartscontestsinthefuture.Suchapersonshallbe
14deemedmedicallyretired.Nopersonwithastatusofmedicallyretiredshallcompeteinany
15eventsgovernedbythischapter.Medicalretirementsissuedinaccordancewiththissection
16shallnotbereviewablebyanytribunal.
317.014.1.Uponproperapplicationbythedirector,orthedirectoroftheoffice,a
2courtofcompetentjurisdictionmaygrantaninjunction,restrainingorderoranyotherorder
3asmaybeappropriatetoenjoinaperson,partnership,organization,corporation,limited
4liabilitycompanyorassociationfrom:
5 (1)Promotingorofferingtopromoteanyprofessionalboxing,professionalbare-
6knucklefighting,sparring,professionalwrestling,professionalkickboxing,amateur
7kickboxing,professionalfull-contactkarate,professionalmixedmartialarts,oramateur
8mixedmartialartsconteststhatarenotapprovedbytheMissouriofficeofathletics;
9 (2)Advertisingorofferingtoadvertiseanyprofessionalboxing,professionalbare-
10knucklefighting,sparring,professionalwrestling,professionalkickboxing,amateur
11kickboxing,professionalfull-contactkarate,professionalmixedmartialarts,oramateur
12mixedmartialartsconteststhatarenotapprovedbytheMissouriofficeofathletics;
13 (3)Conductingorofferingtoconductanyprofessionalboxing,professionalbare-

HCSHB48 5 21 2.Anysuchactionsshallbecommencedeitherinthecountyinwhichsuchconduct
22occurredorinthecountyinwhichthedefendantresides.
23 3.Anyactionbroughtunderthissectionshallbeinadditionto,andnotinlieuof,any
24penaltyprovidedbylawandmaybebroughtconcurrentlywithotheractionstoenforcethis
25chapter.
317.018.1.CombativefightingisprohibitedinthestateofMissouri.
2 2.Anyonewhopromotesorparticipatesincombativefighting,oranyonewhoserves
3asanagent,principalpartner,publicist,vendor,producer,referee,orcontractoroforfor
4combativefightingisguiltyofaclassEfelony.
5 3.Anymedicalpersonnelwhoadministersto,treatsorassistsanyparticipantsof
6combativefightingshallnotbesubjecttotheprovisionsofthissection.
7 4.Nothinginsection317.001orthissectionisintendedtoregulate,orinterferewith
8ormakeillegal,traditional,sanctionedamateurorscholasticboxing,amateurorscholastic
9bare-knucklefighting,amateurorscholasticwrestling,amateurorscholastickickboxing,or
10amateurorscholasticfull-contactkarateoramateurorscholasticmixedmartialarts.
317.019.1.Thepromoterofaprofessionalboxing,professionalbare-knuckle
2fighting,professionalkickboxing,amateurkickboxing,professionalfull-contactkarate,
3professionalmixedmartialarts,andamateurmixedmartialartscontestshallsignwrittenbout
4contractswitheachprofessionaloramateurcontestant.Originalboutcontractsshallbefiled
5withthedivisionpriortotheeventasrequiredbytherulesoftheoffice.Theboutcontract
6shallbeonaformsuppliedbythedivisionandcontainatleastthefollowing:
7 (1)Theweightrequiredofthecontestantatweigh-in;
8 (2)Theamountofthepursetobepaidforthecontest,exceptamateurkickboxingand
9amateurmixedmartialartscontests;
10 (3)Thedateandlocationofthecontest;
11 (4)Theglovesizeallottedforeachcontestant, exceptprofessionalbare-knuckle
12fightingcontests;
13 (5)Anyotherpaymentorconsiderationprovidedtothecontestant,exceptamateur
14kickboxingandamateurmixedmartialartscontests;
15 (6)Listofallfees,charges,andexpensesincludingtrainingexpensesthatwillbe
16assessedtothecontestantordeductedfromthecontestant'spurse,exceptamateurkickboxing
17andamateurmixedmartialartscontests;
18 (7)Anyadvancespaidtothecontestantbeforethebout,exceptamateurkickboxing
19andamateurmixedmartialartscontests;
20 (8)Theamountofanycompensationorconsiderationthatapromoterhascontracted
21toreceiveinconnectionwiththeboutorcontest,exceptamateurkickboxingandamateur
22mixedmartialartscontests;

26 2.Iftheboutcontractbetweenacontestantandpromoterischanged,thepromoter
27shallprovidethedivisionwiththeamendedcontractcontainingallcontractchangesatleast
28twohourspriortotheevent'sscheduledstarttime.Theamendedcontractshallcomplywith
29allrequirementsfororiginalboutcontractsandshallcontainthesignatureofthepromoterand
30contestant.
31 3.Apromoterofaneventshallnotbeamanagerforacontestantwhoiscontracted
32fortenroundsormoreattheevent.
33 4.Thepromoterofaneventshallprovidepaymentsfortheeventofficial'sfeestothe
34officepriortothestartoftheevent.Theformofpaymentshallbeatthediscretionofthe
35officeprovidedthatpaymentsremittedbycheckormoneyordershallbemadepayable
36directlytotheapplicableofficial.
