FISCAL ANALYSIS
ASSUMPTION
§210.211 - Modifies provisions relating to licensed child care facilities
Officials from the Department of Elementary and Secondary Education (DESE) state DESE 
may have no fiscal impact up to an unknown impact. DESE is unable to estimate potential 
savings or cost. Families may be forced to move children to a higher cost setting, or they may 
move to a setting that is lower cost to the state. Without an estimated number of children 
impacted, location, type of childcare they would move to, etc. an accurate estimate is not 
possible.
Oversight assumes, because the potential for fiscal impact is speculative, that DESE will not 
incur significant cost related to this proposal. Oversight is following up with DESE for more 
information. If DESE provides new information, Oversight will review to determine if an 
updated fiscal note should be prepared and seek the necessary approval to publish a new fiscal 
note.
Officials from the Department of Social Services, the Joint Committee on Administrative 
Rules and the Office of the Secretary of State (SOS) each assume the proposal will have no 
fiscal impact on their respective organizations. Oversight does not have any information to the 
contrary. Therefore, Oversight will reflect a zero impact in the fiscal note for these agencies.
