2obstructthelightofthesun,thuscreatingatotalsolareclipse;and

4 WHEREAS,thelasttotalsolareclipsevisibleinthecontinentalUnitedStates
5occurredin2017;and

7 WHEREAS,thistotalsolareclipsewilltravelacrossthecontinentalUnitedStates
8fromTexastoMaine;and

10 WHEREAS,thelasttotalsolareclipsevisibleinMissourioccurredin2017;and

12 WHEREAS,thecenterofthissolareclipsewilltraveloverSoutheastMissouri,
13includingButler,Dunklin,Pemiscot,NewMadrid,Mississippi,Stoddard,Scott,Cape
14Girardeau,Bollinger,Iron,Madison,Reynolds,Shannon,Howell,Ozark,Dent,St.Francois,
15Ste.Genevieve,Perry,andDouglascounties;and

17 WHEREAS,themomentwhenthemoon’sleadingedgefirstobstructsthesun’slight
18andthemoonbeginstocastapartialshadowiscalledfirstcontact;and

20 WHEREAS,themomentwhenthemoon’sleadingedgeobstructstheotheredgeof
21thesunandthemoonfirstfullyobstructsthesunandcastsafullshadowiscalledsecond
22contact;and

24 WHEREAS,themomentwhenthetrailingedgeofthemoonbeginsrecedingfrom
25thesun’sedgeandthemoonagaincastsapartialshadowiscalledthirdcontact;and

27 WHEREAS,thetimebetweensecondcontactandthirdcontactwhenthemoon
28obstructsallofthesun’sdirectlightiscalledthetotality;and 29
30 WHEREAS,duringboththesecondcontactandthirdcontactwhenthesunisnot
31quiteentirelyobstructedbythemoon,bitsofsunlightwillshinethroughonlythevalleysand
32cratersofthemooncreatingbrightspotscalledBaily’sbeads;and

34 WHEREAS,duringthetotalitydayturnstonight,starscanbeseeninthesky,insects
35chirp,thetemperaturecools,thesunproducesahaloeffectaroundtheblackorbofthemoon,
36andtheskyonthehorizonineverydirectionisthecolorofasunset;and

38 WHEREAS,themomentwhenthemoon’strailingedgefullypassesawayfromthe
39sunandnolongercastsanyshadowiscalledfourthcontact;and

41 WHEREAS,firstcontactwilloccurat12:39P.M.overButler,Dunklin,Pemiscot,
42NewMadrid,Mississippi,Stoddard,Scott,CapeGirardeau,Bollinger,Iron,Madison,

52 WHEREAS,therareeventofatotalsolareclipsewillcreateaneconomicboomfor

56eclipse-relatedeventsacrossSoutheastMissouri;and

70ideallocationtoviewthe2024totalsolareclipse:

72 NOWTHEREFORE BEITRESOLVEDthatthemembersoftheHouseof
73RepresentativesoftheOneHundredSecondGeneralAssembly,FirstRegularSession,
74herebydesignateApril8,2024,as"TotalSolarEclipseDay"intheStateofMissouri;and

76 BEITFURTHERRESOLVEDthatthecitizensofandvisitorstothisstateare
77encouragedtoobservethedaywithappropriateeventsandactivitiestowitnessthetotalsolar
78eclipse;and

80 BEITFURTHERRESOLVEDthatthisresolutionbesenttotheGovernorforhis
81approvalorrejectionpursuanttotheMissouriConstitution.
