ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
1413.
ThisbillprovidesthatbeginningJuly1,2025,anyMissouri
driver'slicenseornondriver'slicenseissuedtoapersonwhoisa
citizenoftheUnitedStates,includingnaturalizedcitizens,will
haveadistinguishing markonthefrontofthelicensethat
specifiesthatthelicenseholderisacitizenoftheUnited
States.TheDepartmentofRevenueshallcoordinatewiththeUnited
StatesDepartmentofStatetoestablishcriteriaforestablishing
citizenstatusandaprocedureforverifyingthatstatus.
Thefollowingisasummaryofthepublictestimonyfromthe
committeehearing. Thetestimonywasbasedontheintroduced
versionofthebill.
PROPONENTS: Supporterssaythatthereisablindspotinexisting
lawwhichmakesitillegalfornon-citizenstovotebecauseitis
difficulttopolicethisissueanddiscoverviolations. Certain
practicesbycontractedDepartmentofMotorVehicle(DMV)services
automaticallyregisterpeopletovotewhoarenotcitizensorare
otherwiseineligibletovote.Theeasiestremedywouldbetoadda
citizenshipmarkeronidentification requiredtovotesoelection
workerscouldscreenpotentialvotersatpollingplaces.
