SectionA.Chapter324,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection324.1720,toreadasfollows:
324.1720.1.Thegeneralassemblyherebyoccupiesandpreemptstheentirefield
2oflegislationconcerningthepracticeoflicensedprofessionsregulatedunderchapters
3331,332,334,335,336,337,338,and340.Apoliticalsubdivisionofthisstateis
4preemptedfromenacting,maintaining,orenforcinganyorder,ordinance,rule,
5regulation,policy,orothersimilarmeasurethatprohibits,restricts,limits,regulates,
6controls,directs,orinterfereswiththepracticeofsuchlicensedprofessions.
7 2.Nothinginthissectionshallprecludeorpreemptapoliticalsubdivisionofthis
8statefromexercisingitslawfulauthoritytoregulatezoningorlanduse,toenforcea
9buildingorfirecoderegulation,toimposeataxorlicensefeefortheprivilegeof
10carryingonaprofessiondescribedinsubsection1ofthissectionconsistentwiththelaws
11regulatingsuchtaxesorlicensefees,ortootherwiseregulateforthegeneralhealth,
12safety,sanitation,andwelfareaslongastheorder,ordinance,rule,regulation,policy,or
13othermeasuredoesnotinterferewith,restrict,orlimittheabilityofalawfullylicensed
14professionaltoengageinanyactorperformanyprocedurethatfallswithinthe
15professionallyrecognizedscopeofpracticeofthelicensedprofessionalinthepracticeof
16aprofessiondescribedinsubsection1ofthissection.
