Currently,theSecretaryofStateandAttorneyGeneralreview initiativeandreferendumpetitionsforsufficiencyastoformand approveorrejectthemonthatbasis.Thisbillchangesthisto requiretheseofficialstoreviewinitiativeandreferendum petitionsforcompliancewithSection116.050,RSMoandwith ArticleIIIoftheMissouriConstitution. Currently,anycitizenmaychallengetheofficialballottitleor fiscalnoteforaConstitutional amendment,initiativepetition,or referendummeasure. Thisbillchangesthistoonlyallowany Missouriregisteredvotertomakesuchachallenge. Thisbillrequiresinitiativeandreferendumpetitionsamplesheets tobesubmittedtotheSecretaryofStatesixmonthspriortothe nextgeneralelection. Ifacourtordersachangethatsubstantiallyaltersthecontentof theofficialballottitleofaninitiativeorreferendumpetition, allsignaturesgatheredbeforesuchchangeoccurredshallbe invalidated. ThisbillrepealstherequirementthattheJointCommitteeon LegislativeResearchholdahearingtotakepubliccommentona proposedmeasurewithin30daysoftheSecretaryofStateissuing certificationthatthepetitioncontainsasufficientnumberof validsignatures.
