SectionA.Section536.014,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection536.014,toreadasfollows:
536.014.1.Nodepartment,agency,commissionorboardruleshallbevalidinthe
2eventthat:
3 (1)Thereisanabsenceofstatutoryauthorityfortheruleoranyportionthereof;or
4 (2)Theruleisinconflictwithstatelaw;or
5 (3)Theruleissoarbitraryandcapriciousastocreatesuchsubstantialinequityasto
6beunreasonablyburdensomeonpersonsaffected.
