HB2287--VIRTUALSCHOOLPROGRAM(Christofanelli) COMMITTEEOFORIGIN:SpecialCommitteeonEducationReform Asspecifiedinbill,theaveragedailyattendanceofastudentwho isenrolledfull-timeintheMissouriCourseAccessandVirtual SchoolProgramshallbedefinedasthequotientorthesumofthe quotientsobtainedbydividingthetotalnumberofhoursattended inatermbytheactualnumberofhoursthatthevirtualprogram wasinsession. Suchattendanceshallbecalculatedbythevirtual providerandprovidedtothehostschooldistrictforsubmissionto theDepartmentofElementaryandSecondaryEducation(DESE). Hostdistrictsthatenrolloneormorefull-timevirtualschool studentsshallreceiveanamountofstateaidspecifiedinthebill forsuchstudentsonamonthlybasis. ThebillprovidesthatstudentswhoresideinMissourimayenroll inthevirtualprogramoftheirchoice.Provisionsofcurrentlaw regardingaschooldistrict'sapprovalofastudent'srequestto enrollinavirtualprogramshallnotapplytofull-timevirtual programenrollment. Thebillrequireshostdistrictstoadoptstudentenrollment policiesforfull-timevirtualstudentsandallowsvirtualschools tomutuallyagreewithresidentandhostdistrictsontheservices thattheresidentdistrictmightoffer,includingpossible financialreimbursements forthoseservices. Forstudentswith disabilities,theenrollmentpolicyshallensurethedevelopmentof anindividualized educationprogramandrelatedservicesagreement, asnecessary. Thebillalsospecifiesthatstudentprogress reportsarenecessaryforpart-timeandfull-timevirtualschool programenrollees. Thebillrequiresastudent'sparentor guardian,ifthestudentisnotconsideredhomeless,toapplyfor enrollmentdirectlywiththefull-timevirtualprogram. Finally,thebillspecifiesthatahostdistrictmaycontractwith aprovidertoperformanyrequiredservicesinvolvedwith deliveringafull-timevirtualeducation. ThisbillissimilartoSB921(2024)andHB827(2023).
