SectionA.Chapter186,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection186.095,toreadasfollows:
186.095.1.Thecommissionerofeducationshallestablishaneducational
2technologyimpactadvisorycouncil.Thecouncilshallconsistofnomorethantwenty-
3fivemembers,appointedbythecommissioner,andshallincludemembersrepresenting
4thefollowingstakeholdergroups:
5 (1)Schoolboards;
6 (2)Charterschools;
7 (3)Virtualschools;
8 (4)Schoolsuperintendents;
9 (5)Elementaryandsecondarybuildingprincipals;
10 (6)Atleastfiveteachers,includingateacherwithexpertiseineachofthe
11following:
12 (a)Readinginstruction;
13 (b)Writinginstruction;
14 (c)Mathinstruction;
15 (d)Scienceinstruction;and
16 (e)Earlychildhoodeducation;
17 (7)Atleastonespecialeducationeducatorandoneearlychildhoodspecial
18educator;

27licensedinthestate,preferablywithexperienceintechnologyandbehavioralresponses;
28 (13)Amedicalprofessionalwithexpertiseinchildhealthanddevelopment;
29 (14)Aprofessionalwithexpertiseinoccupationaltherapy;and
30 (15)Aprofessionalwithexpertiseineducationalassessmentdataanalysis.
31 2.Thedepartmentshallprovidenecessarystaffandresourcesfortheworkof
32theadvisorycouncil.
33 3.(1)Thecouncilshallmeetatleastfourtimesperyearforaminimumofone
34hundredtwentyminutespermeetingwithoutcancellationstoreviewbestpracticesin
35theuseoftechnologyininstructionandrelatedpolicyprovisions.Itemsand
36informationrelatedtosuchbestpracticesandpoliciesshallinclude,butnotbe
37limitedto:
38 (a)Impactsoneducationaloutcomes;
39 (b)Impactsonbehavioralanddisciplineoutcomes;
40 (c)Impactsonspecialeducation;
41 (d)Impactsonearlychildhoodbraindevelopment,includingreadingand
42writingskills;
43 (e)Theinclusionofartificialintelligence;
44 (f)Thedeteriorationofstudentcompetencyinreading,writing,arithmetic,and
45science;
46 (g)Thedehumanizationofeducationinmanyenvironmentsandthedistortion
47oftherelationshipbetweenteachersandstudents;
48 (h)Theisolationofstudentsinadigitalandvirtualworldthatdistancesstudents
49fromanyformofsocialinteraction;and
50 (i)Othersuchitemsandinformationtobedeterminedbythecouncil.
51 (2)Thecouncilshallmeetforthefirsttimeforpurposesofthissubsectionbefore
52December1,2024,andthewholecouncilorasubcommitteethereofshallholdatleast
53threeadditionalmeetingsforpurposesofthissubsectionbeforeJuly1,2025.
54 (3)Thecouncilshallsubmitasummaryofthecouncil'sactions,
55recommendations,andpolicyproposalstothestateboardofeducation,the
HCSHB2612	2 56committeeonelementaryandsecondaryeducationoftheMissourihouseof
57representativesorasuccessorcommittee,andthecommitteeoneducationand
58workforcedevelopmentoftheMissourisenateorasuccessorcommittee.The
59recommendationsmayincluderecommendationsforchangestostatestatute,andthe
60commissionershallfurnishanysuchrecommendationstothejointcommitteeon
61education.Suchsubmissionshallbeaccomplishedinpublichearings.Suchsummary
62shallbeupdatedatleasteverytwoyearstoprovideadditionalinformationregarding
63thecouncil'sactions,recommendations,andpolicyproposals.
