88 To repeal section 115.615, RSMo, and to enact in lieu thereof one new section relating to county

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Section 115.615, RSMo, is repealed and one new 1
1313 section enacted in lieu thereof, to be known as section 115.615, 2
1414 to read as follows:3
1515 115.615. In years when a primary election is held 1
1616 pursuant to subsection 2 of section 115.121, each county 2
1717 committee shall meet at the county seat on the third Tuesday 3
1818 of August. In each city not situated in a county, the city 4
1919 committee shall meet on the same day at such place within 5
2020 the city as the chair of the current city committee may 6
2121 designate. In all counties of the first, second and third 7
2222 classification the county courthouse shall be made available 8
2323 for such meetings and any other county political party 9
2424 meeting at no charge to the party committees. At the 10
2525 meeting, each committee shall organize by electi ng one of 11
2626 its members as chair and one of its members as vice chair, a 12
2727 man and a woman, and a secretary and a treasurer, a man and 13
2828 a woman, who may or may not be members of the committee. 14
2929 The persons elected secretary and treasurer may vote on all 15
3030 matters before the committee, regardless if such persons are 16
3131 members of the committee, provided that if a person elected 17
3232 secretary or treasurer is not a member of the committee, 18 SB 1078 2
3333 then the person shall not vote for the nomination of 19
3434 candidates for county o ffice pursuant to subdivision (1) of 20
3535 subsection 1 of section 115.365. The county chair and vice 21
3636 chair so elected shall by virtue thereof become members of 22
3737 the party congressional, senatorial and judicial committees 23
3838 of the district of which their count y is a part. For the 24
3939 Republican party county committee subject to subsection 3 of 25
4040 section 115.607, the committee shall provide for population 26
4141 apportioned representation voting in all matters before the 27
4242 committee, except as otherwise provided in this s ection, by 28
4343 giving each committeeman and committeewoman a number of 29
4444 votes equal to the proportion of vote cast in the 30
4545 jurisdiction from which the committeeman or committeewoman 31
4646 was elected for the person who was the nominee of the 32
4747 respective political party at the most recent gubernatorial 33
4848 general election or state auditor general election, as the 34
4949 case may be. Population apportioned representation voting 35
5050 shall not be used for purposes of nominating a candidate for 36
5151 county office pursuant to subdivis ion (1) of subsection 1 of 37
5252 section 115.365. 38
