| 8 | 8 | | To repeal section 115.615, RSMo, and to enact in lieu thereof one new section relating to county |

| 11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |
|---|
| 12 | 12 | | Section A. Section 115.615, RSMo, is repealed and one new 1 |
|---|
| 13 | 13 | | section enacted in lieu thereof, to be known as section 115.615, 2 |
|---|
| 14 | 14 | | to read as follows:3 |
|---|
| 15 | 15 | | 115.615. In years when a primary election is held 1 |
|---|
| 16 | 16 | | pursuant to subsection 2 of section 115.121, each county 2 |
|---|
| 17 | 17 | | committee shall meet at the county seat on the third Tuesday 3 |
|---|
| 18 | 18 | | of August. In each city not situated in a county, the city 4 |
|---|
| 19 | 19 | | committee shall meet on the same day at such place within 5 |
|---|
| 20 | 20 | | the city as the chair of the current city committee may 6 |
|---|
| 21 | 21 | | designate. In all counties of the first, second and third 7 |
|---|
| 22 | 22 | | classification the county courthouse shall be made available 8 |
|---|
| 23 | 23 | | for such meetings and any other county political party 9 |
|---|
| 24 | 24 | | meeting at no charge to the party committees. At the 10 |
|---|
| 25 | 25 | | meeting, each committee shall organize by electi ng one of 11 |
|---|
| 26 | 26 | | its members as chair and one of its members as vice chair, a 12 |
|---|
| 27 | 27 | | man and a woman, and a secretary and a treasurer, a man and 13 |
|---|
| 28 | 28 | | a woman, who may or may not be members of the committee. 14 |
|---|
| 29 | 29 | | The persons elected secretary and treasurer may vote on all 15 |
|---|
| 30 | 30 | | matters before the committee, regardless if such persons are 16 |
|---|
| 31 | 31 | | members of the committee, provided that if a person elected 17 |
|---|
| 32 | 32 | | secretary or treasurer is not a member of the committee, 18 SB 1078 2 |

| 33 | 33 | | then the person shall not vote for the nomination of 19 |
|---|
| 34 | 34 | | candidates for county o ffice pursuant to subdivision (1) of 20 |
|---|
| 35 | 35 | | subsection 1 of section 115.365. The county chair and vice 21 |
|---|
| 36 | 36 | | chair so elected shall by virtue thereof become members of 22 |
|---|
| 37 | 37 | | the party congressional, senatorial and judicial committees 23 |
|---|
| 38 | 38 | | of the district of which their count y is a part. For the 24 |
|---|
| 39 | 39 | | Republican party county committee subject to subsection 3 of 25 |
|---|
| 40 | 40 | | section 115.607, the committee shall provide for population 26 |
|---|
| 41 | 41 | | apportioned representation voting in all matters before the 27 |
|---|
| 42 | 42 | | committee, except as otherwise provided in this s ection, by 28 |
|---|
| 43 | 43 | | giving each committeeman and committeewoman a number of 29 |
|---|
| 44 | 44 | | votes equal to the proportion of vote cast in the 30 |
|---|
| 45 | 45 | | jurisdiction from which the committeeman or committeewoman 31 |
|---|
| 46 | 46 | | was elected for the person who was the nominee of the 32 |
|---|
| 47 | 47 | | respective political party at the most recent gubernatorial 33 |
|---|
| 48 | 48 | | general election or state auditor general election, as the 34 |
|---|
| 49 | 49 | | case may be. Population apportioned representation voting 35 |
|---|
| 50 | 50 | | shall not be used for purposes of nominating a candidate for 36 |
|---|
| 51 | 51 | | county office pursuant to subdivis ion (1) of subsection 1 of 37 |
