SECOND REGULAR SESSION SENATE BILL NO. 1078 102ND GENERAL ASSEMBLY INTRODUCED BY SENATOR CIERPIOT. 3327S.02I KRISTINA MARTIN, Secretary AN ACT To repeal section 115.615, RSMo, and to enact in lieu thereof one new section relating to county political party committees, with an effective date. Be it enacted by the General Assembly of the State of Missouri, as follows: Section A. Section 115.615, RSMo, is repealed and one new 1 section enacted in lieu thereof, to be known as section 115.615, 2 to read as follows:3 115.615. In years when a primary election is held 1 pursuant to subsection 2 of section 115.121, each county 2 committee shall meet at the county seat on the third Tuesday 3 of August. In each city not situated in a county, the city 4 committee shall meet on the same day at such place within 5 the city as the chair of the current city committee may 6 designate. In all counties of the first, second and third 7 classification the county courthouse shall be made available 8 for such meetings and any other county political party 9 meeting at no charge to the party committees. At the 10 meeting, each committee shall organize by electi ng one of 11 its members as chair and one of its members as vice chair, a 12 man and a woman, and a secretary and a treasurer, a man and 13 a woman, who may or may not be members of the committee. 14 The persons elected secretary and treasurer may vote on all 15 matters before the committee, regardless if such persons are 16 members of the committee, provided that if a person elected 17 secretary or treasurer is not a member of the committee, 18 SB 1078 2 then the person shall not vote for the nomination of 19 candidates for county o ffice pursuant to subdivision (1) of 20 subsection 1 of section 115.365. The county chair and vice 21 chair so elected shall by virtue thereof become members of 22 the party congressional, senatorial and judicial committees 23 of the district of which their count y is a part. For the 24 Republican party county committee subject to subsection 3 of 25 section 115.607, the committee shall provide for population 26 apportioned representation voting in all matters before the 27 committee, except as otherwise provided in this s ection, by 28 giving each committeeman and committeewoman a number of 29 votes equal to the proportion of vote cast in the 30 jurisdiction from which the committeeman or committeewoman 31 was elected for the person who was the nominee of the 32 respective political party at the most recent gubernatorial 33 general election or state auditor general election, as the 34 case may be. Population apportioned representation voting 35 shall not be used for purposes of nominating a candidate for 36 county office pursuant to subdivis ion (1) of subsection 1 of 37 section 115.365. 38 Section B.
