1010 JOINT RESOLUTION
1111 Submitting to the qualified voters of Missouri, an amendment repealing section 14 of article I of
1212 the Constitution of Missouri, and adopting one new section in lieu thereof relating to
1313 the administration of justice.

1515 Be it resolved by the Senate, the House of Representatives concurring therein:
1616 That at the next general election to be held in the 1
1717 state of Missouri, on Tuesday next following the first Monday 2
1818 in November, 2024, or at a special election to be called by 3
1919 the governor for that purpose, there is hereby submitted to 4
2020 the qualified voters of this state, for adoption or 5
2121 rejection, the following amendment to article I of the 6
2222 Constitution of the state of Missouri:7
2323 Section A. Section 14, article I, Constitution of 1
2424 Missouri, is repealed and one new section adopted in lieu 2
2525 thereof, to be known as section 14, to read as follows:3
2626 Section 14. 1. That the courts of justice sha ll be 1
2727 open to every person, and certain remedy afforded for every 2
2828 injury to person, property or character, and that right and 3
2929 justice shall be administered without sale, denial or delay. 4
3030 2. In order to ensure that all Missourians have access 5
3131 to the courts of justice as guaranteed by this Constitution, 6
32-the administration of justice shall include the levying of 7
33-costs and fees to support salaries and benefits for 8 SS SCS SJR 71 2

4242 resolution shall be as follows: 6
4343 "Shall the Missouri Constitution be amended to 7
