88 Submitting to the qualified voters of Missouri, an amendment repealing sections 2(b) and 3(c) of
99 article XII of the Constitution of Missouri, and adopting six new sections in lieu thereof

1212 Be it resolved by the Senate, the House of Representatives concurring therein:
1313 That at the next general election to be held in the 1
1414 state of Missouri, on Tuesday next following the first Monday 2
1515 in November, 2024, or at a special election to be called by 3
1616 the governor for that purpose, there is hereby submitted to 4
1717 the qualified voters of this state, for adoption or 5
1818 rejection, the following amendment to article XII of the 6
1919 Constitution of the state of Missouri:7
2020 Section A. Sections 2( b) and 3(c), article XII, 1
2121 Constitution of Missouri, are repealed and six new sections 2
2222 adopted in lieu thereof, to be known as sections 2(b), 2(c), 3
2323 2(d), 2(e), 2(f), and 3(c), to read as follows:4
2424 Section 2(b). All amendments proposed by the general 1
2525 assembly or by the initiative shall be submitted to the 2
2626 electors for their approval or rejection by official ballot 3
2727 title as may be provided by law, on a separate ballot 4
2828 without party designation, at the next general election, or 5
2929 at a special election called by the governor prior thereto, 6
3030 at which he may submit any of the amendments. No such 7
3131 proposed amendment shall contain more than one amended and 8
3232 revised article of this constitution, or one new article 9 SJR 83 2
3333 which shall not contain more than one subje ct and matters 10
3434 properly connected therewith. If possible, each proposed 11
3535 amendment shall be published once a week for two consecutive 12
3636 weeks in two newspapers of different political faith in each 13
3737 county, the last publication to be not more than thirty n or 14
3838 less than fifteen days next preceding the election. If 15
3939 there be but one newspaper in any county, publication for 16
4040 four consecutive weeks shall be made. Notwithstanding the 17
4141 provisions of article III, section 51 of this constitution, 18
4242 if a majority of the votes cast thereon statewide and also a 19
4343 majority of votes cast thereon in each of more than half of 20
4444 the state house of representatives districts is in favor of 21
4545 any amendment, the same shall take effect at the end of 22
4646 thirty days after the election . More than one amendment at 23
4747 the same election shall be so submitted as to enable the 24
4848 electors to vote on each amendment separately. 25
4949 Section 2(c). No amendment to this constitution shall 1
5050 be proposed by the general assembly, by the i nitiative, or 2
5151 by constitutional convention, that would be used for the 3
5252 purpose of permitting a public official to receive gifts 4
5353 from lobbyists. 5
5454 Section 2(d). It shall be unlawful for: 1
5555 (1) A government of a foreign country or a foreign 2
5656 political party to sponsor an initiative petition proposing 3
5757 an amendment to this constitution; 4
5858 (2) A government of a foreign country or a foreign 5
5959 political party to directly or indirectly make: 6
6060 (a) A contribution or donation of money or other thing 7
6161 of value, or make an express or implied promise to make a 8
6262 contribution or donation, in connection with an election on 9
6363 a proposed amendment to this constitution; 10 SJR 83 3
6464 (b) A contribution or donation to a political 11
6565 committee or a politica l party favoring or opposing a 12
6666 proposed amendment to this constitution; or 13
6767 (c) An expenditure, independent expenditure, or 14
6868 disbursement for an electioneering communication whether 15
6969 print, broadcast, or digital media, or otherwise, related to 16
7070 a proposed amendment to this constitution; or 17
7171 (3) A person to solicit, accept, or receive a 18
7272 contribution or donation from a government of a foreign 19
7373 country or a foreign political party in connection with a 20
7474 proposed amendment to this constitution. 21
7575 Section 2(e). No person shall be eligible to vote on 1
7676 any measure submitted to the people that amends, repeals, or 2
7777 replaces this constitution, whether pursuant to this article 3
7878 or section 50, article III of this constitution, unless s uch 4
7979 person is a legal resident of the state of Missouri and a 5
8080 citizen of the United States of America. 6
8181 Section 2(f). The general assembly shall have 1
8282 exclusive authority to enact laws enforcing provisions in 2
8383 this constitution relating to initiative petitions proposing 3
8484 amendments to this constitution. 4
8585 Section 3(c). Any proposed constitution or 1
8686 constitutional amendment adopted by the convention shall be 2
8787 submitted to a vote of the electors of the state at such 3
8888 time, in such manner and containing such separate and 4
8989 alternative propositions and on such official ballot as may 5
9090 be provided by the convention, at a special election not 6
9191 less than sixty days nor more than six months after the 7
9292 adjournment of the conventio n. Upon the approval of the 8
9393 constitution or constitutional amendments by a majority of 9
9494 the votes cast thereon statewide and also a majority of 10
9595 votes cast thereon in each of more than half of the state 11 SJR 83 4
9696 house of representatives districts, the same shall take 12
9797 effect at the end of thirty days after the election. The 13
9898 result of the election shall be proclaimed by the governor. 14
9999 Section B. Pursuant to chapter 116, and other 1
100100 applicable constitutional provisions and laws of this state 2
101101 allowing the general assembly to adopt ballot language for 3
102102 the submission of this joint resolution to the voters of 4
103103 this state, the official summary statement of this 5
104104 resolution shall be as follows: 6
105105 "Shall the Missouri Constitution be amended to: 7
106106 ● Allow only U.S. citizens to vote on 8
107107 constitutional amendments; 9
108108 ● Forbid foreign countries from funding 10
109109 constitutional amendments; 11
110110 ● Ban constitutional amendments allowing 12
111111 lobbyists' gifts to lawmakers; and 13
112112 ● Pass constitutional amendments by a majo rity 14
113113 vote in a majority of state house districts?". 15
